WARWICK ZONING TASK FORCE MINUTES AUGUST 1, 2007 BY: TED CADY Attendees: Peggy Sloan, Kimberly MacPhee, Brad Compton, Miryam Williamson, Jan Conover, Pat Lemon, Keith Ross Meeting called to order by Ted Cady at 5:34. Peggy reported her son pitched 3 scoreless inning in the Championship Game, but the team lost. It was a heart breaker. It was noted that the draft zoning bylaws do not reflect recent changes voted by Town Meeting. Ted will Email a copy of Town of Warwick Zoning Bylaws reflecting changes voted at May 2007 Annual Town Meeting to ZTF members and Kimberly. Minutes from the Last Meeting approved. Peggy and Kimberly went over changes to Section 6: Conservation Development and Section 10: Site Plan review and changes needed in other parts to support these. These changes have been highlighted in Draft 6. Highlighted Draft 6 changes include: 2.C.10 add, " except for two-family dwelling units in the Conservation District, which shall conform to the applicable Minimum Requirements of Section Six, D.", 2.C.16 add "The Conservation Restriction would be held the Town, the state, or a land trust." 6.A.1 deleted, "occur as either a standard subdivision or as lots being created on an existing public way," and added in its place, "be utilized for new subdivisions," and in addition for the next draft the ZTF added to this, "and access will be from a new subdivision road" or words to that effect. 6.D.1 deleted the words, "for a subdivision lacking the necessary frontage, or six (6) acres for lots on an existing public way." The next draft will, delete in line 1 of 6.D.4 the words, "public or" to make sure that access is from a subdivision way. In Site Plan Review 10.J. 10 the word, "conduits" was added. We discussed at some length the provisions of Conservation Development 6.F about the holder of the Conservation Restriction versus the owner of the land. Peggy handed out the proposed Use Table for Town and for the Village Center District and lead a discussion of it provisions. The use table would replace the Prohibited and Permitted with Special Permit sections of our current Zoning Bylaws. The ZTF agreed that the format of the Use Table was preferred over our current format. Various preliminary decisions were made, but in some cases it was pointed out that the decisions went against the results of the vote taken at the Village Center Public Information Meeting and the results of the Zoning Survey. There was a long discussion about multi-family housing and conversions. Multi-family Senior Housing was allowed in both by Special Permit, but that was challenged as being discriminatory. Peggy will do write-up of Accessory Apartments. Banks were allowed in Village Center, but not in the rest of town, but upon reconsideration it was agreed to revisit that issue. The discussion got through ATM's on the Use Table. Miryam, on behave of the Broad Band Committee, expressed concerns about what constitutes a cell tower versus a repeater tower for wifi and such. To expedite progress it was agreed to have a Village Center Committee Meeting on August 8 at 1:00 pm in the Town Hall. Jan suggested the committee change its name to Permitted and Prohibited Uses Committee. Meeting adjourned at 7:42 pm.
