MINUTES VILLAGE CENTER SUBCOMMITTEE METTING SEPTEMBER 5, 2007 Present: Ted Cady, Mary Williamson, John Williamson, Dick Whiting, Jan Conover, K. Delfause, Scott Maslansky, Chris Ryan, Gail Beauregard, Freddie Fellows, Justin Gale, Darron Gale The meeting was called to order by Ted Cady on Sept 5, 2007 in the Town Hall. Reference was made to the large map of the town and the blown up insert of the Village Center District which had been prepared the FRCOG Planning Department. Mary Williamson explained the Village Center District Boundaries using copies of the flyer which had been given to each attendee. It was stressed that these were preliminary for discussion purposes only and could be changed. A brief history of Village Center District progress to date was given. This was followed by an explanation of the fact that Warwick is a single zoning district. Attendees were asked for their vision for such a District. What would they like to see, and what would they want to protect? The answers where written down on a flip chart, as follows: Continue Village Common feel - It is a rare spot, Encourage small business, Consider smaller lots that still meet on-site water and sewer requirements, Consider requiring less frontage but do not reduce acreage to maintain adequate on-site capabilities, Consider where development should be, Build new road from Hettie Bell Lane across Johnson's field and out ROW to Athol Rd. Encourage walking in the Village, Reopen the Store, If not reopen at least fix it up so it is not such an eyesore, Consider smaller setbacks such as reducing from 30 feet to 10 feet. The zoning concepts of by right, by special permit and prohibited were explained and examples given from our current zoning. Then it was explained and discussed about how it might work in the Village Center and examples given. The set of documents listing possible uses in the Village Center District was handed out and explained. The square footage of the footprint of the Wallace House and the Town Hall was given as a reference. Attendees were asked to quickly look through the handouts. Since it was almost 9:00 PM they were asked to fill indicate what they wanted as a homework assignment and put the filled out forms in the Black Mail Box in front of the town hall. The discussion moved on to whether it made sense to have a Village Center District and if anyone was interested in serving on the committee. Chris Ryan volunteered. The discussion covered many topics and included a fair amount of give and take, so the comments noted here often had other comments associated with it. It was commented that the ZBA can approve an application within 6 weeks which would not slow anyone down; that a historic district would do a better job of protecting, that nothing has changed significantly in the Village Center for over 30 years (except the inn and general store closed, and the houses are generally better maintained), if its not broke don't fix it. In the end it was decided to discontinue consideration of a Village Center District. Ted Cady asked attendees to fill in forms anyway so there would be a good base to work from in the future, if it was decided to proceed. The meeting was adjourned at 9:05 PM. Ted Cady
