Warrant In the name of the Commonwealth, you are hereby required to notify and warn the inhabitants of said Town who are qualified to vote in elections and in Town affairs, to MEET AT THE TOWN HALL ON MONDAY, February 7, 2011, AT 7:00 P.M. Then and there to act on the following articles: ARTICLE 1: Shall the Town authorize the Board of Selectmen to take all necessary and appropriate action to establish and to maintain, in accordance with the provisions of Chapter 164 of the General Laws and in accordance with the rules, regulations and orders of the Department of Public Utilities and the Department of Telecommunications & Cable, a municipal lighting plant for all purposes allowable under the laws of the Commonwealth, including without limitation the operation of a telecommunications system and any related services, or to take any other action relative thereto? ARTICLE 2: Shall the Town adopt the attached Flood Plain Overlay District By-law? ARTICLE 3: Shall the Town authorize a highway machinery revolving fund in accordance with MGL 44:53E1/2 to support the highway program? Fees from equipment sharing and inter-municipal rentals, Chapter 90 equipment use, and other highway machinery reimbursement will be deposited into a revolving fund and expended to fund highway machinery repairs, upkeep and replacement. The fund will be under the authority of the Selectboard and total expenditures for the fiscal year commencing on July 1, 2010 will be limited to ten thousand dollars. ($10,000). ARTICLE 4: Shall the town borrow or appropriate from Capital Stabilization twelve thousand dollars ($12,000) to purchase a used four wheel drive backhoe and sell the current two wheel backhoe with proceeds going to the general fund or take other action thereon. [Department desires to replace the current two wheel drive backhoe with a four wheel drive unit which is being sold by an area contractor who is not interested in taking our old machine in trade. Proceeds of the sale of the old machine will be deposited into the General Fund and increase free cash. At a future meeting the Town can vote to transfer the amount voted in this article to Stabilization or to retire related borrowing. Chapter 90 will pay the difference between the purchase price of the four wheel drive backhoe and the sale price of the two wheel drive backhoe. There will be no effect on the tax rate and Stabilization can be restored at a later meeting with no effect on the tax rate.]
