Town of Warwick Selectboard September 7, 2010 Minutes Members present: Patricia Lemon, Nick Arguimbau Members Absent: Dawn Magi Others present: Town Coordinator David Young, Town Secretary Rosa Fratangelo Calcari, Steve Ruggiero, Broadband Committee member and Wired West Representative Reva Reck (arrived at 6:37 pm), Jon Calcari, Jared Robinson (Athol Daily News) I. Call to Order Chair Arguimbau called the meeting to order at 6:02 pm in Town Hall. Arguimabu MOVED to approve the agenda as is. Lemon SECONDED. Motion carried by a vote of 2-0-0. II. Public Comment Steve Ruggiero wanted to know why he has to change the number on his mailbox after a year and a half. His current address is 225 Athol Road, which does not conform to the sequential numbering of houses to facilitate location by emergency personnel. Ruggiero said that he was told by Fire Chief Gunnar Lambert that David Young and former Fire Chief George Day said it needed to be changed for safety reasons so emergency vehicles can find the house. When the house number was originally assigned, there was an error in that assignment which resulted in the number being out of sequence with neighboring houses. Ruggiero said that the Selectboard has the right to change house numbers. Arguimbau recused himself because of past business relationship with the Ruggieros. Young said that he had already scheduled a meeting with Current Fire Chief Lambert and former Chief George Day, who will explain the numbering system in Warwick . All house numbers serve as consistent system of references for EMT's, State Police, and mutual aid personnel without local knowledge. Young said the Town should be responsible for the costs incurred by the Ruggieros as a result of address reassignment, as it was an error for which the Ruggieros are not responsible. Lemon said that she wanted to place the issue on the agenda in four weks, when it can be handled appropriately. This will allow for a quorum of the Board in light of Arguimbau's having recused himself, and the meeting between Young, Day, and Lambert will have occurred. III. Minutes Lemon MOVED to accept the minutes of August 23, 2010 as printed. Arguimbau SECONDED. Motion carried by a vote of 2-0-0. Arguimbau MOVED to accept minutes of August 30, 2010 with grammatical change made in second paragraph of Item II. Lemon SECONDED. Motion carried by a vote of 2-0-0. IV. Presentations and Discussions 1. FRCOG Regional Planning Board Appointment -- Young said that Rick Abbott is willing to be appointed as the Selectboard Representative to the Franklin Regional Planning Board. He recommended that the Board appoint Abbott to serve in this capacity. Lemon MOVED to appoint Rick Abbott Selectboard Representative to the Franklin Regional Planning Board. Arguimbau SECONDED. Motion carried by a vote of 2-0-0. 2. MBI Representative Appointment --The Broadband Committee has recommended the appointment of David Young as the Selectboard representative to the Massachusetts Broadband Institute. Lemon MOVED to appoint David Young the Selectboard Representative to MBI. Arguimbau SECONDED. Motion carried by a vote of 2-0-0. 3. Special Municipal Employee Designation and MGL 268A:20(d) Exemption -- Young said that Brian Miner, a firefighter, also contracts for mowing and other work with the Town. He noted that the Board had previously designated the position of firefighter as special municipal employee. He asked the Board to grant Miner a MGL 268A:20(d) exemption. Lemon MOVED that Brian Miner be granted an exemption under MGL 268A:20(d) as both a firefighter and an occasional contractor. Arguimbau SECONDED. Motion carried by a vote of 2-0-0. 4. Selectboard Reports -- None 5. Coordinator Report -- Young included in the Board members' meeting packets the Draft Flood Plain District By-law prepared by the Planning Board. The draft will be considered for approval at the Planning Board's September 9th meeting. The final By-Law would be brought to the Annual Town Meeting after a public hearing is held. Young explained that without a flood plan, a municipality that suffers losses due to storm water damage would be ineligible for federal disaster relief. Lemon thanked the Planning Board for its work on this document. Young said that the Board of Health will soon begin selling 15 gallon trash bags for $1.50 apiece. This will help those households that do not routinely produce enough trash to fill the larger bags also available. Steve Kurkoski recently installed the repaired solar lights for the flagpole and veterans monument. Young expressed his appreciation for Kurkoski's volunteer effort, also mentioning the hard work on repairs performed by Bill Lyman at the WCS. Young also noted that we may be one of the first in the Commonwealth to have AC solar electric installations on a public building. 6. Wired West Report -- Reva Reck said that she attended a Wired West meeting in August. She noted that all towns that considered Wired West have accepted it, most at annual town meetings. The towns have elected delegates and alternates to attend the meetings; new governance structure is needed so a business plan may be developed and funding may be sought. Reck said that the preferred and favored method proposed is that each town set up its own municipal light district, then join a regional light district. She noted that these types of organizations already exist in Massachusetts and can operate a telecommunications network. She said that the proposed governance structure will be considered at the September 11th meeting. Reck said that eventually Wired West will build out the network and open it to all providers, and may do so at the same time that MBI is bringing fiber optic cable to the towns. 7.
