Town of Warwick Selectboard September 20, 2010 Minutes Members present: Dawn Magi, Nick Arguimbau Members Absent: Patricia Lemon Others present: Town Coordinator David Young, Town Secretary Rosa Fratangelo Calcari, Jon Calcari, Jared Robinson (Athol Daily News) I. Call to Order Chair Arguimbau called the meeting to order at 6:00 pm in Town Hall. No changes were made to the printed agenda. II. Public Comment None. III. Minutes Magi MOVED to pass over the minutes of September 7 and 8, 2010. Arguimbau SECONDED. Motion carried by a vote of 2-0-0. Magi was absent for these meetings. Patricia Lemon was present for both meetings, but was absent from this one. The minutes for September 7th and 8th will be considered at the October 4 meeting. Magi asked that the Athol Daily News retract a statement which appeared in the paper stating that she was followed by the Police; reporter Jared Robinson agreed. The error arose from a misconstrued comment made by Lemon in Magi's absence. It was agreed that in future it shall be best if Board members speak only for themselves. IV. Presentations and Discussions CDBG Housing Rehab Program Amendment -- Young said that we are well into the four-town housing grant, and noted that Warwick has met its number of projects. Considerable grant funds remain, and a change in the program design is now being sought. The Franklin County Regional Housing and Rehabilitation Authority is requesting the Selectboard's permission to amend the Warwick, Leverett, Shutesbury, Whately Housing Rehabilitation Program. The current program offers a full deferred payment no interest loan with payback due at time of sale or transfer of the property. The proposed change would allow one-half of the loan to be forgiven after 15 years and if sold or transferred prior to the fifteen years the payback would be prorated at 0% interest; otherwise it would be discharged on the fifteenth year anniversary of the loan date. The other half of the loan would be a full deferred payment loan at 0% interest which would be paid back when the property is transferred or sold. The Selectboards of all four towns must vote to accept the proposed change before the process can continue. Once the four Boards approve, a public hearing will be held in the lead town, which is Warwick. Then the request will be submitted to the Department of Housing and Community Development. A time extension will also be requested to allow time for the grant funds to be expended. Magi MOVED to approve seeking a CDBG program amendment on the housing rehabilitation activity whereby half the loaned amount is forgiven after fifteen years. Arguimbau SECONDED. Motion carried by a vote of 2-0-0. 2. Chapter 90 Short Term Borrowing --Young had short-term borrowing documents for the Board to approve and sign. The Town will borrow $195,000.00 to cover Chapter 90 expenses, which will in turn be reimbursed. The amount borrowed will cover expenses of $60,000.00 for the Wendell road box culvert repair; the remainder for paving projects. Magi MOVED to approve short term borrowing of $195,000.00 reimbursable Chapter 90 expenditures. Arguimbau SECONDED. Motion carried by a vote of 2-0-0. 3. Special Municipal Employee Designation and MGL 268A:20(d) Exemption -- Young explained that several people who served as election workers at the September 14th primary election also hold appointed positions in Town. He asked the Board to declare the position of election worker Special Municipal Employee and grant MGL 268A:20(d) exemptions to those named in the Board's meeting packet. Magi MOVED to declare election workers special municipal employees and to grant the following individuals exemptions under MGL 268A:20(d): Beth Gilgun, Daniel Dibble, Barbara Walker, Debra Paulson, Rodney Whipple, Helen Whipple, and Ann Kendall. Arguimbau SECONDED. Motion carried by a vote of 2-0-0. 4. Selectboard Reports -- None. 5. Coordinator Report -- Young noted that the Town Hall roof work will commence on September 27th, and that on September 23rd the final walk-through and test of the WCS sprinkler system will take place. He said that the preventative maintenance contract for the sprinkler system will include quarterly inspections for three years, two of which are also under warranty. Young mentioned the proposed idea of offering "half-speed" Broadband as a more affordable subscription option, and also a $70.00 option that would be faster than the current speed. A discussion of various technical and financial aspects of the Warwick Broadband System ensued. 6. Other Business -- None. V. Adjournment At 6:45 pm, Magi MOVED to adjourn the meeting.
