Warwick Selectboard minutes Emergency meeting was posted for Saturday August 27, 2011 at noon in the town hall main hall. Members present: Dawn Magi Chair, Patricia Lemon, Nick Arguimbau. Staff present, David Young. The meeting was held under emergency provisions and posted on the notice board and e-mail list-serve less than one hour prior to the noon convening. The basis for the emergency is hurricane / tropical storm Irene predicted to hit Town on Sunday. The meeting was called to order at 12:10 p.m. by Chairman Magi. On a motion by Patricia Lemon which was seconded by Nick Arguimbau the board voted to declare a state of emergency. The vote was 3 - 0 - 0 in favor. The Selectboard authorized deficit spending under the provisions of MGL Chapter 44 Section 31 on a motion by Patricia Lemon which was seconded by Nick Arguimbau The vote was 2 - 1 - 0 in favor with Arguimbau. Arguimbau expressed a desire to cap the authorization at $10,000 unless the Selectboard chair give prior approval. Young argued against the caveat saying we are trying to be prepared for a disaster and need to show faith in our emergency personnel and their judgment. The board voted to cancel or postpone Old Home Day events scheduled on Sunday August 28 due to the emergency on a motion by Nick Arguimbau, seconded by Patricia Lemon.
