Town of Warwick Selectboard June 7, 2010 Minutes Members present: Dawn Magi, Nick Arguimbau, Patricia Lemon arrived at 6:50 pm Others present: Town Coordinator David Young, Town Secretary Rosa Fratangelo Calcari, Jon Calcari, Finance Committee member Rick Abbott, Moderator Miryam Williamson, Ed Hawes (arrived at 6:30 pm), Jared Robinson and Paula Robinson (Athol Daily News) I. Call to Order Chair Arguimbau called the meeting to order at 6:06 p.m. in the Town Hall. . II. Public Comment Arguimbau explained that the Public Comment segment has been moved to the beginning of the meetings in order to make it easier for members of the public to speak about anything other than agenda items. The public is free to speak on any agenda item outside of executive Session, but must address the issue at the time it is being discussed. Arguimbau said that the practice of holding Public Comment at the beginning of each meeting will likely be formalized at the next meeting. There was no other public comment. III. Minutes Magi MOVED to approve the minutes of June 1, 2010 as written. Arguimbau SECONDED. Motion carried by a vote of 2-0-0. IV. Presentations and Discussions 1. Schedule for Draft Minutes -- Arguimbau went over the schedule for preparation and correction of draft minutes. Based on the premise that the Selectboard meetings are held on a Monday, the Town Secretary is to have the minutes typed and Emailed to all Board members and the Town Coordinator by Wednesday. Comments and corrections are due to the Selectboard Chair by Friday, and the Chair will make final corrections and Email them to the Secretary by Monday. The Town Coordinator must have the Draft minutes by Thursday to include in the packet of meeting materials. 2. North Orange Parade-- Young said that he thinks Warwick should be represented in the parade, which is part of the Town of Orange's Bicentennial celebration. North Orange Day will be held on July 24th to commemorate Orange's earliest years, and the Warwick Selectboard has been invited to participate. Young noted that Rick Abbott will be in the parade wearing in his 1763 regalia. Both Arguimbau and Magi said they would be available; Lemon will be consulted at a later time. There was a consensus that the Board will participate in some fashion. Magi MOVED to adjourn at 6:15 pm. Arguimbau SECONDED. Motion carried by a vote of 2-0-0. Arguimbau Recalled the meeting to order at 6:30 pm for the purpose of assigning the reading of the Special Town Meeting warrant articles, and any other business that may arise as a result of the STM. 3. Special Town Meeting -- Reading of warrant articles was assigned. Young said that the Finance Committee had met last Wednesday and unanimously recommended passage of all three warrant articles. Arguimbau MOVED to amend the Special Town Meeting warrant to reflect that the warrant was signed and posted fourteen (14) days prior to this meeting. Magi SECONDED. Motion carried by a vote of 2-0-0. Arguimbau asked Moderator Miryam Williamson how long she would hold the STM to see if a quorum could be reached. She said twenty minutes. She also said that she would announce the need to adjourn and turn to the Selectboard for an alternate date. Williamson explained that should a rescheduling of the STM is necessary, the initial posting would stand, and only additional publicity of the new time would be necessary, as adjournment of the meeting allows for a recommencement at another time; a Town meeting is not closed until it is dissolved. Lemon arrived at 6:50 pm. This meeting was suspended at 7 pm to allow for the opening of the STM. V. Adjournment Lemon MOVED to adjourn the meeting at 7:43 pm. Magi SECONDED.
