Town of Warwick Selectboard June 5, 2017 Minutes Members present: Dawn Magi, James Erviti, Lawrence Pruyne Others present: Town Coordinator David Young, Town Secretary Rosa Fratangelo, Highway Superintendent Larry Delaney, Moderator David Koester, Finance Committee member Steve Ruggiero, Jim McRae, Walter and Beverly Farley, Dan Dibble, Kevin and Anita Alden, John Williamson, Jared Robinson (Athol Daily News) I. Call to Order Chair Pruyne called the meeting to order at 6:00 p.m. in the Town Hall. II. Minutes Magi MOVED to approve the minutes of May 22, 2017 as printed. Erviti SECONDED. Motion CARRIED 3-0-0. III.Presentations and Discussions 1. Capital Planning and Finance Committee --Young said that no one has responded to his notice asking for volunteers to serve on the Finance Committee. He noted that John Gagliani disagrees with the idea of the Finance Committee and Capital Planning Committee being one in the same. Young said that he and Gagliani will pursue capital planning. Moderator David Koester said that he may know of someone interested in serving on the Finance Committee and is willing to appoint that person once he confirms their interest. 2. Highway Department --Highway Superintendent Larry Delaney said that he feels the estimate from Collins Engineers for completion of the Gale Road bridge project is way too high. He explained that the $600,000.00 estimate does not include design, permitting and construction administration, which would add $145,022.82 to the final cost. Delaney said that Collins had responded to the fact that the estimate exceeds the $500,000.00 grant by telling him to ask for more money. He said that there is a second design company which has suggested tying in the bridge project with a MassWorks grant, and that he hopes to hear back from this firm in the near future. Erviti asked if we can do the bridge work ourselves. Delaney explained that MassDOT created the small bridge program and has taken control of all small bridges and all their specifications must be met. He said some things may be done by our Highway crew to save on overall costs. Magi MOVED to explore other options for the Gale Road bridge. Erviti SECONDED. Motion CARRIED 3-0-0. The Chapter 90 balance was discussed. Delaney said that as of today our balance was $373,716.69 which did not include the FY 18 award of $224,061.00. Young asked about priorities. Delaney said that crack sealing on various roads including Hastings Heights Road and Flower Hill Road could be done by the Highway crew, and that they could rent a crack sealing machine to save on the cost. Delaney noted that another 3 miles of Northfield Road needs to be worked on in sections as funding permits, and that this could be a good candidate for a MassWorks grant. Delaney was asked to come before the Board again and present a list of the top five projects for the Highway Department as well as other less important priorities. Erviti brought up the subject of salt use by saying that he has heard that Wendell uses a 4-to-1 mix. Delaney said that he will verify the mix used by the Wendell Highway Department. Use of 3/8-inch traprock was discussed. Delaney explained that it is used along with sand on the dirt roads in town but not the paved roads. He expressed concern for the potential damage to windshield of vehicles traveling the paved roads because of the increased speed at which people drive on those roads. Delaney said that the traprock stays on the road after the snow melts and tires could kick it up, potentially causing damage to houses close to the road and could affect pedestrians and those walking their dogs. 3. Selectboard Reports --Pruyne said that someone who has lived in Town for about 35 years told him that once in the past a person pulled out a Bowie knife and plunged it into the table in front of the Selectmen. Young confirmed that this did in fact occur. 4. Coordinator Report --Young said that the air source heat pump installation was going very well, and that the next step is for the electrician to come in. He said that the final cell tower 900 MHz sector has been upgraded, and even though it is not yet fully optimized speeds are showing solid improvements. Young said that he has checked out Tim Gray's references and still has to look into those of Noah Horton and Matthew Woollaven. He explained that because Transfer Station Attendant George Roaf is not interested in working on Wednesdays this summer, most likely bulky waste will not be accepted on those days. Young ended his report by saying that he has two qualified volunteers for Caretaker of the Clock: Clyde Perkins, Jr. and John Gagliani. 5. Public Comment--Ruggiero asked about the five window air conditioners that were mentioned in the Coordinator Report. Young said that the PVRSD Superintendent did not want the air conditioners which he had hoped to have declared as surplus property and then given to PVRSD for the administrative offices. Ruggiero suggested storing the units at the Fire Department if someone, especially an elderly resident, with a health issue needs an air conditioner during a heat wave. Erviti said that this could potentially present a liability issue if a Town department was involved. Ruggiero volunteered to put in the units himself as a private citizen rather than a Fire Department member if needed. Young pointed out that the Town Hall is offered as a cooling station during heat waves. Ruggiero then suggested offering the units at a low price, first-come-first-served. 6. New and Other Business Unanticipated at Time of Meeting Posting --None. 7. Pole Hearing--At 7 p.m. Chair Pruyne declared the Warwick Broadband Service Pole Hearing open. Walter Farley asked if the pole on White Road would be located on the north or south side of the road. Young said that the pole will be across and down the road from the Farley house and noted that placement of all twelve poles was done in an unobtrusive manner so as not to obstruct anyone's view. Young went through the list of all 12 proposed pole placements, described the location of each pole and asked for any questions after explaining each pole location. Kevin Alden had concerns about how close the poles would be to the edge of the road. Young said that most would be 4 feet back from the road and none would be as close as the utility companies favor placing their poles. Young assured everyone that no poles would be placed on logging roads or snowmobile trails. Dan Dibble asked if any tree cutting might be necessary. Young explained that tree cutting would be a subsequent event if needed and that a tree hearing must precede any cutting. He noted that Westfield Gas & Electric has been contracted for installation of the poles. Young said that the desired timeframe for completion of pole and equipment installation was within the next 6 weeks. He noted that provisional changes will be upgraded further in the future by building while in business and maintaining customer connections. Young said that the desired speed was 25 megs for downloads and 3 megs for uploads. He said that he sees all build out to take about one year and be good for around seven years. When asked about impact on cell service, Young said that stronger internet may strengthen our pitch to cell providers because the 60-foot poles would already be in place and in use. Pruyne closed the hearing at 7:28 p.m. Magi MOVED to approve pole placements as indicated in Warwick Broadband Service’s petition. Erviti SECONDED. Motion CARRIED 3-0-0.
