Town of Warwick Selectboard June 26, 2017 Minutes Members present: Dawn Magi, James Erviti, Lawrence Pruyne Others present: Town Coordinator David Young, Town Secretary Rosa Fratangelo, Highway Superintendent Larry Delaney, Fire Chief Ron Gates, Police Chief David Shoemaker, Clyde Perkins, Jr. I. Call to Order Chair Pruyne called the meeting to order at 6:00 p.m. in the Town Hall. Pruyne noted the recent passing of Raymond Wirth of Athol Road. II. Minutes Magi MOVED to approve the minutes of June 5, 2017 as printed. Pruyne SECONDED. Motion CARRIED 3-0-0. III.Presentations and Discussions 1. Capital Planning and Finance Committee --Young said that there was still not much interest in this and no one has volunteered to serve on the Finance Committee. Magi suggested Jim Toth as a possible member for the Finance Committee if he chooses to move back to town. 2. FY 17 Forest Committee Revolving Account --Young explained that funds cannot be expended from a revolving account in excess of the amount voted at Annual Town Meeting unless the Board votes to increase the amount. Revolving accounts cannot go into deficit spending, and this increase would allow for the supervising forester fee to be paid. Magi MOVED to authorize the Forest Committee Revolving Account be increased from $2,000.00 to $2,100.00. Erviti SECONDED. Motion CARRIED 3-0-0. 3. Community Compact in Support of HEART Committee --Young said as Town Coordinator he felt it couldn't hurt to go forward with the application for a $25,000.00 Community Compact grant. He favored being able to steer the consultant's work to ensure that charter schools be looked at as an option. He noted that this grant can be used for things other than the HEART Committee. Magi inquired about the community strategy / priority list as a possible way to identify other viable options. Young said that as this could also be a part of capital planning the list should be updated soon anyway. Erviti said that there may be some merit to the letter from School Committee and HEART Committee member Sue O'Reilly-McRae. Pruyne favored an outside study, as did Erviti and Magi. Erviti noted that someone impartial can look at a situation and evaluate it from a fresh perspective. Former School Committee member David Shoemaker said that an evaluation from the outside is good because things are not sustainable long term. Pruyne said that an outside evaluation might be an opportunity to present the teachers with an instrument that might cause them to acknowledge the limits of the current situation. Erviti stressed that if grant funds are awarded, someone from the outside and not someone internal should be hired as a consultant. Magi MOVED to ask the HEART Committee to go forward with the Community Compact Grant application with the contingency that they state the best practice and the vast majority of the funds be used for outside consultants. Erviti SECONDED. Motion CARRIED 3-0-0. 4. Warwick Police Department Report --Police Chief David Shoemaker said that the Northfield Road paving went very well and that there were no problems with the detour. He said that National Grid is having tree trimming done throughout town. The Chief said that the Recreation Committee did a good job with Warwick Fun Days at the School on June 23rd. He expressed appreciation to the Pioneer Valley Junior Women's League in Orange for the donation of bicycle helmets. The Chief said that there have been a couple of recent incidents of tire dumping in areas that suggest the perpetrator is familiar with the Town. He asked that the public be vigilant and report any suspicious activity immediately. Larry Delaney said that the Highway Crew will remove the tires this week. The Chief noted that Brian Gale retired as Sergeant about a year ago and asked for no fanfare. He asked that the Town now do something to recognize all of Gale's many contributions to the Town, perhaps with a plaque or citation from the State Legislature. The Chief referred to Gale as "the epitome of public service". Magi MOVED to recognize the accomplishments of Brian Gale. Erviti SECONDED. Motion CARRIED 3-0-0. The Chief said that Officer John Stewart II is close to indispensable to the Police Department and wanted to promote him to the rank of Sergeant. Magi MOVED to appoint John Stewart II Sergeant in the Warwick Police Department effective July 1, 2017. Pruyne SECONDED. Motion CARRIED 2-0-0. Erviti recused himself from this vote. 5. Annual Selectboard Appointments--The list of FY 18 Selectboard Appointments was divided into two sections: Police Department and Emergency Management Director, and the remaining positions for appointment. As Selectboard member James Erviti is a Special Police Officer and the Emergency Management Director, he recused himself from the vote for these positions. Magi MOVED the FY 18 slate of appointments for the Police Department and Emergency Management Director. Pruyne SECONDED. Motion CARRIED 2-0-0. Erviti recused himself from this vote. Erviti MOVED the FY 18 slate of appointments effective July 1, 2017. Magi SECONDED. Motion CARRIED 3-0-0. The full list of appointment appears at the conclusion of these minutes. 6. Fire Department Report --Fire Chief Ron Gates said that the FD roster is up to fifteen, and noted he has appointed Joe Larson as a Lieutenant. The Chief then announced that he has found a brush/rescue vehicle owned by Somers, CT. He passed around photographs of the vehicle and said that he and Mike Mankowsky checked the vehicle out and road tested it on June 24th. The Chief noted that the 2006 vehicle has 41,000 miles, is in phenomenal shape and will meet the department's needs perfectly. The purchase price is $35,000.00. He said that it will need new tires and bumper, which likely will cost no more than $5,000.00 and could be less than that. Young noted that conceivably the purchase could be on the next warrant. 7. Grant Reports--Highway Superintendent Larry Delaney said that to save costs on the Gale Road bridge project he is going forward with getting one telephone pole moved from one side of the road to the other. He said about eight or ten trees have been marked for cutting to allow for clearance for the wires, and that the Tree Warden will be scheduling a tree hearing. Delaney said that he is also working on a notice of intent for the Conservation Commission to remove stringers from the bridge. Young said that the bicycle racks have arrived and will be installed between the Town Hall and Historical Society buildings. He noted that the racks resemble horse hitching rails. Young spoke about the Broadband last mile, noting that the first third threshold has been met to receive $150,000.00 in grant funds from MBI. He said that 77 of 200 customers have been upgraded so far. Young ended by saying that Board Chair Pruyne signed documents last week for a Town Forest acquisition project involving seventy-seven acres of the Victoria Shaw land between Shaw Road and the Town Forest. He said the grant is being administered by DCR. 8. Wendell Road McKnight Property--Young said that the 147-page preliminary report funded by a grant from FRCOG has been received by the Selectboard, Board of Health and Planning Board. He said that the report notes a significant amount of historic evidence of problems on site and recommends several test wells be dug to test the level of pollution/contamination to the ground water. 9. Seaboard/Nautilus Solar Project--Young said that the smaller, 40-acre project adjacent to ours is being hosted by the Town of Ware, and that it is creating electricity. He said that our royalty payments will begin to accrue once the meter is installed. 10. Selectboard Reports--None this meeting. 11. Coordinator Report--Young said that WCS will likely be the site for the badminton courts. He offered the Board members the opportunity to take a turn in the rotation as Transfer Station Attendant. Young explained that he and the Transfer Station Commissioners would be taking turns for the additional Transfer Station hours on Wednesdays. 12. Public Comment--Fire Chief Gates said that the rescue vehicle could be declared surplus property. Police Chief Shoemaker said that it could be used for situational training and then be hauled away as junk, as it is no longer roadworthy. 13.
