Town of Warwick Selectboard May 17, 2010 Minutes Members present: Rick Abbott, Patricia Lemon Member Absent: Nick Arguimbau Others present: Town Coordinator David Young, Town Secretary Rosa Fratangelo Calcari, Dawn Magi, Jon Calcari, Paula and Jared Robinson (Athol Daily News) I. Call to Order Vice Chair Abbott called the meeting to order at 6:04 p.m. in the Warwick Free Library. II. Minutes Lemon MOVED to approve the minutes of May 3, 2010 as printed. Abbott SECONDED. Motion carried by a vote of 2-0-0. III. Presentations/Discussions Conservation Commission Appointments--Young said that Con Comm Chair Karro Frost informed him of two vacancies, and requested that the Board appoint Ann Kendall and Grigori Brodski. Kendall will finish out the term of Albert Alden, who recently resigned. Young also noted that Frost is looking to obtain the resignation of an inactive member, at which time she will request that slot be filled by a particular individual. Lemon MOVED to appoint Ann Kendall to the Conservation Commission for a term ending June 30, 2013, and to appoint Grigori Brodski to the Conservation Commission for a term ending June 30, 2012. Abbott SECONDED. Motion carried by a vote of 2-0-0. 2. WCS Sprinkler--Young explained the differences between the two proposals received for the WCS sprinkler system, which the Town is under a legal order to repair. Proposals were evaluated on technical merit, and the ad hoc committee of Young, Jim Toth, Les Goodman and Rick Abbott chose Simplex Grinnell's proposal to replace the historically problematic and corrosive system with a wet one in heated areas. The committee opened Simplex Grinnell's price bid, which came in at $196,000.00, far higher than anticipated. Young proposed that the Town engage Simplex to write a biddable scope narrative, project specifications, and hydraulic calculations, in order to generate clear plans to be put out for bid. This engineering would cost $27,600.00. Young also pointed out ways to cut labor costs, including the use of CPVC piping on branch lines. Lemon MOVED we contract with Simplex Grinnell to draw up engineering design as delineated by David Young, for up to $27,600.00. Abbott SECONDED. After much discussion, Lemon Called the Question. Abbott and Lemon: Nay. Motion failed. There was a consensus that an additional article should be added to the Special Town Meeting scheduled for Monday, June 7 at 7 pm. Young will draft appropriate articles, and the Selectboard will meet Monday, May 24 at 1 pm in Town Hall to approve STM warrant and reorganize the Board. Selectboard Reports--Lemon announced that the Warwick Community School has received a grant to purchase a 15-foot elm tree specially bred to be resistant to Dutch elm disease. The School is seeking the Board's approval to accept the grant and purchase the tree. Lemon MOVED to authorize the Warwick Community School to accept the grant and plant the tree as proposed. Abbott SECONDED. Motion carried by a vote of 2-0-0. Coordinator Report--Young asked the Board if there were any questions on his printed report; there were none. He noted that the Buildings and Energy Committee had asked that the chimneys be first on the list of repairs to Town Hall. Young said that he will engage a general contractor to take down the existing chimneys, and then bring in a mason for repointing. He noted that an upgrade to the broadband connection on the cell tower will be done soon. Young also spoke about the brand new 2009 Ford F550 dump truck, which will cost $1,500.00 less than a 2011 model. The 2009 truck will come with full warranties, $2,000.00 worth of extra suspension, and will be delivered in July 2010. New and Other Business-- Young handed out to the Board members an article on Broadband that recently appeared in the Greenfield Recorder. IV. Public Comment-- None. V.
