Town of Warwick Selectboard April 18, 2017 Minutes Members present: Dawn Magi, James Erviti, Lawrence Pruyne Others present: Town Coordinator David Young, Town Secretary Rosa Fratangelo, Fire Chief Ron Gates, Shelby Ashline (Greenfield Recorder) I. Call to Order Chair Magi called the meeting to order at 3:00 p.m. in the Town Hall. II. Presentations and Discussions 1. Town Forest Update--Young said that there was no word yet on a start date for timber cutting. He noted that Keith Ross's estimate of the cost of the Forester was low, and that the actual cost would be around $2,000.00. 2. Final Review of Omnibus Budget --Young noted that the only changes to the omnibus budget were the FRCOG radio lines for Police and Fire at $1300.00 for each department. He said the projected tax rate is $20.30 per thousand. Young said that the Finance Committees in Bernardston and Northfield have recommended their respective towns vote a level funded PVRSD budget which would be lower than the School Committee's recommended budget. He noted that if this were to happen our assessment would be reduced by about $36,000.00 and said that Warwick makes up 10% of PVRSD's operating budget. Young explained that it is incumbent upon the Selectboard to place the School Committee recommended figure on the ATM warrant. Both Magi and Young praised School Superintendent Ruth Miller for her professional performance and willingness to listen to input from the towns and take the needs of the towns into consideration when compiling a budget. 3. Final Review of Town Meeting Warrant --Young said that he needed to remove the reference to petition articles as there were none this year. 4. Selectboard Reports--Young said that the Selectboard had received an invitation to the North Quabbin Chamber of Commerce's Annual Dinner and Awards. Magi signed a letter to Jim Barry granting user authorization for Mass Energy for read-only rights to the Town's electricity bills. Young said that the Massachusetts Department of Agriculture had returned appointment paperwork for Rosa Fratangelo as Inspector of Animals effective May 1, 2017 - April 30, 2018. Young also said that he received notification of a hearing in Boston for the Barn Owl regarding the change of manager. He left the meeting to print out corrected pages for the ATM warrant. 5. Execution of Annual Town Meeting Warrant--Young brought new signature pages for the warrant and all three Board members signed the six copies. 6. Coordinator Report -- Young said that the new 900 mgH system was being installed today for Warwick Broadband. He handed out a document detailing departmental spending for WCS, Police, Fire and Highway which included a compilation of debt as well as projected debt through FY 21. 7. Public Comment--Fire Chief Ron Gates pointed out errors in lines 200 and 209 of the Fire Department requested FY 18 budget. Pruyne MOVED that line 200 be changed to $6,000.00 and line 209 be changed to $1,200.00. Erviti SECONDED. Motion CARRIED 3-0-0. III. Adjournment At 3:44 p.m., Erviti MOVED to adjourn. Magi SECONDED.
