Town of Warwick Selectboard March 27, 2017 DRAFT Minutes Members present: Dawn Magi, James Erviti, Lawrence Pruyne Others present: Town Coordinator David Young, Town Secretary Rosa Fratangelo, Police Chief David Shoemaker, Moderator David Koester, Finance Committee member Steve Ruggiero, Jon Calcari, Jared Robinson (Athol Daily News) I. Call to Order Chair Magi called the meeting to order at 6:00 p.m. in the Town Hall. II. Minutes Approval of the March 20, 2017 minutes were put off until the next meeting as Magi's corrections had not been received by the Town Secretary. III.Presentations and Discussions 1. Police Department Report--Police Chief David Shoemaker said that he and Fire Chief Ron Gates went to Shelburne Control to present plaques to the dispatchers who worked the early morning hours of March 4, 2017. He commended Colleen Walker and Amanda Fleshing for their work in dispatching 18 units from three states to help battle the fire on Richmond Road. The Chief also expressed gratitude to all the dispatchers for the work that they do every day. He also thanked Metcalf Chapel for making a cake for the Firemen's Association spaghetti supper held on March 25th. The Chief passed around a photograph of the cake. 2. Gale Road Bridge Grant Update --Young said that there will be a ceremony held at the Nurses Hall of the Massachusetts State House on Wednesday, March 29th at 2 p.m. and that Warwick is one of the 36 communities with successful applications for a Municipal Small Bridge Program grant. He said that the grant could be for as much as $500,000.00 for the Gale Road bridge. 3. Chapter 90 Reimbursement Request--Young presented the Board members with documents to sign for the Chapter 90 reimbursement request in the amount of $84,475.00 for the purchase of the John Deere 410L backhoe. The project was previously approved on November 11, 2016. 4. DEP Recycling Grant Approval and Execution --Young said that he needed the Board's approval to apply for and accept a couple of grants. He said that there would be at least one DEP recycling grant which required the Selectboard's approval and execution. 5. DOT/FRCOG Bicycle Rack Grant --Young said that the deadline for submitting an application for the DOT-funded and FRCOG administered grant for a public bicycle rack. He said the grant would be for up to $1,000.00 to purchase bike racks on Town property. Young suggested the Town Common or improving the racks at WCS. Magi signed the appropriate grant documents. 6. Selectboard Reports--Erviti said that during a recent small snow event, basically a dusting of snow, he saw a town truck loaded with salt and sand while travelling north on Route 78. He noted that some sand and salt had been distributed on the road. Erviti said that he later passed the same truck that was sanding and salting a bare road. He pointed out that there was no indication of more than a half inch accumulation and no rain forecasted. Erviti expressed concern for this use of sand and salt in light of the snow and ice budget being in a deficit and wanted to review the Highway Department's use of resources. Young said that spot sanding curves and hills is a common practice for public safety. Chief Shoemaker noted that it is incumbent upon the driving public to use common sense, obey the laws, drive at a safe rate of speed, and be sure the tires are in good condition and appropriate for the time of year. Magi asked Young to schedule Highway Superintendent Larry Delaney to come before the Board and speak on this matter at a future meeting. 7. Coordinator Report -- Young said that Axia has filed for bankruptcy, referring to an article in the Greenfield Recorder. He noted the MBI last mile grant for Warwick Broadband should be signed by April 1, 2017. Young said the auditing firm will have someone attend the April 24th Selectboard meeting to review the results of the most recent audit of the Town's books. 8. Public Comment--Steve Ruggiero inquired as to when the Finance Committee meets to review the omnibus budget. Young said that the members contact one another and set a time to meet. It was established that the other current, active Finance Committee members were Bill Foote and Eric Engman. 9. New and Other Business Unanticipated at Time of Meeting Posting --None. IV.Adjournment At 6:33 p.m., Erviti MOVED to adjourn. Magi SECONDED. Motion CARRIED 3-0-0.
