Town of Warwick Selectboard February 8, 2010 Minutes Members present: Rick Abbott, Nick Arguimbau, Patricia Lemon Others present: Town Coordinator David Young, Town Secretary Rosa Fratangelo Calcari, Gloria Varno, Barbara Noel, Dawn Magi, Tim and Ashley Williams, Janet Conover, Paul Schneider (Verizon), Jon Calcari, Paula Robinson (Athol Daily News) Call to Order Chair Arguimbau called to order at 6:00 p.m. in the Warwick Free Public Library. Minutes Abbott MOVED to approve the minutes of January 11, 2010 as written. Arguimbau SECONDED. Motion carried by a vote of 2-0-1; Lemon abstained. Presentations/Discussions Moore's Pond Beach -- Young said that Mary Williamson is working to obtain contributed funds to hire an appraiser for the beach property. Several residents of the Moore's Pond area expressed concerns including any potential liability for the Town, parking issues, the hiring of a lifeguard, unsupervised children, and trash left at the beach. Young assured residents that this is not a done deal, but rather a matter that may only be decided by a Town Meeting vote. He also said that the property owner has agreed to separate the beach property from the camp site on Wilson Road. Library Bequest-- Young explained that the estate of David Engman left funds to the Warwick Free Library, without restrictions. Town Accountant Janice Barrett had asked for clarification in the form of a motion by the Selectboard to designate the Library Trustees as overseers of the funds. Lemon MOVED to designate governance of the unrestricted David Engman bequest to the Library Trustees. Abbott SECONDED. Motion carried by a vote of 3-0-0. 3. US Census Worker Training -- Young said that the census tester/trainer has tested six or seven residents, and will offer testing every Thursday in February at 10 am in Town Hall. 4. Selectboard Reports --Lemon noted that she has almost everything she needs to compile the FY 09 Annual Report, and that she is working on obtaining the remaining information she requires. Abbott said that he attended all events memorializing PVRHS senior Makenzie Goode, who died January 30th. He listed her many accomplishments, and said that between 400 and 500 people attended the funeral. Young also noted the recent death of longtime Warwick resident Marion Cooke's mother Town Coordinator Report -- The timing and use of certain Highway Department equipment for the purpose of snow removal was discussed. It was the consensus of the Board that Highway Superintendent Tim Kilhart submits a written plan to mitigate the noise problem as soon as possible, preferably before the next major snow storm. Young provided the Board with proposed solutions previously submitted by Kilhart; the Board desired refinement of that plan. 6. Pole Hearing -- Paul Schneider from Verizon appeared before the Board with a petition to relocate two poles on Richmond Road. This was a joint plan with Verizon and National Grid as part of an upgrade which will shorten the span between poles. Young said that all abutters were notified by letter, and that Wayne and Tracy Kirley had no objections to the relocation of these poles. He also said that Highway Superintendent Kilhart wanted the obsolete poles removed by the utilities companies and not have retired poles left in the ground. Lemon MOVED to close the hearing at 6:38 pm. Abbott SECONDED. Motion carried by a vote of 3-0-0. Lemon MOVED to adopt the Order for Joint Pole Locations with the addendum that all obsolete poles be removed. Abbott SECONDED. Motion carried by a vote of 3-0-0. 7. Town Coordinator Report Continued -- Arguimbau inquired about the proposal for "speed limit strictly enforced" signs being posted at the major entrances into Town. He wondered if the Court would be more inclined to uphold speeding tickets if the additional signage were in place. Young said that the Highway Superintendent is in support of the Police Chief that the signs are not needed, as the current speed limit signs are lawful and entirely enforceable. In a related discussion, Young said he will be looking in to ways to fund more police patrols. 8. New and Other Business -- None. IV. Public Comment Janet Conover spoke about a small boat ramp on the western side of the Moore's Pond beach area. V. Adjournment Lemon MOVED to adjourn the meeting at 6:57 pm. Arguimbau SECONDED.
