Town of Warwick Selectboard January 31, 2011 Minutes Members present: Dawn Magi, Patricia Lemon, Nick Arguimbau Others present: Town Coordinator David Young, Town Secretary Rosa Fratangelo Calcari, Nancy Kilhart, Jon Calcari I. Call to Order Chair Arguimbau called the meeting to order at 1:40 p.m. in the Town Hall. II. Presentations and Discussions Preparation for Police Chief Interviews -- Magi drafted and Young finalized a list of questions from the Board to ask each candidate. There was a consensus of the Board that Magi will ask the questions, and Arguimbau and Lemon will ask any follow-up questions that occur to them. A scoring system was devised to rank the candidates, and additional questions were added. Young reminded the Board that current Police Chief Brian Peters retires this Friday, and that it would be best to appoint someone today. Unpaved Road Closings -- Young said that Highway Superintendent Tim Kilhart would like the Board to vote on the annual closing of unpaved roads to heavy vehicles. Lemon MOVED that for the duration of snow, or until further notice, Highway Superintendent Kilhart be empowered to close dirt roads in Town to vehicles weighing five (5) tons or more at his discretion. Magi SECONDED. Motion carried by a vote of 3-0-0. Interview with Police Chief candidate Adam Holloway -- Officer Holloway arrived at 1:55 pm. He said that he has been a police officer for a year and a half, in addition to being a firefighter since he was seventeen. He has lived in Warwick for three years and intends to liver here for a long time, as he likes the small town aspects of our town. Holloway said that he wanted to bring the "protect and serve" aspect of police work to the community. He presented the Board with a list of his short, medium and long-term goals for the Police Department should he be the next Police Chief. Holloway said that his first priority would be to meet with all the officers and go over everything with them. He said that he foresaw no quick changes during the acclimation period of a leadership role as he identified the strengths and weaknesses of the officers. Holloway said that he is a proponent of community policing, and favors communication with the younger generation, especially teenagers. He said that his greatest strength is his ability to learn and apply what he learns to his work. The interview lasted approximately forty-two minutes. 4. Interview with Police Chief candidate David Shoemaker -- Just prior to the interview, Young presented the Board with one Email correspondence and two letters of recommendation for David Shoemaker. Officer Shoemaker's interview began at 2:48 pm. Shoemaker said that he joined the Warwick Police Department in 2002, and that he has trained every new officer since then. He is also the Officer in Charge when Chief Peters is not in town, and the first ever Lieutenant in the New Salem Police Department. Shoemaker said that he has a great passion for helping out and educating the public. He identified his first priority as sitting down with the officers to discuss their concerns. Shoemaker said that he wants to institute more formalized training for the officers and himself. He said that since the Police Department works for the Town, he believes in community caretaking and the need to be open, approachable and have the wherewithal to answer questions from the public. Shoemaker said that his greatest strength is that he is passionate about his job and its challenges, including his ability to educate the officers and the public. He said that he would like to see more outreach to schools, recreation for kids and adults, a citizen police academy, and have more community ride-alongs. The interview ended at 3:30 pm. 5. Deliberation and Appointment of Police Chief -- The Board discussed the interviews, and noted that everyone was very impressed with both candidates. Lemon MOVED to appoint David Shoemaker Chief of Police for the Town of Warwick effective February 4, 2011, pending his acceptance of the position. Magi SECONDED. Motion carried by a vote of 3-0-0. Young presented the Board with a draft letter for Adam Holloway. Each Board member made some changes to the draft, which everyone wanted to be written in a manner that would convey how impressed the Board was Holloway in his interview. Magi then typed up a final draft. Lemon MOVED to approve the letter to Adam Holloway and authorize Chair Arguimbau to sign it. Arguimbau SECONDED. Motion carried by a vote of 3-0-0. Arguimbau reached David Shoemaker by telephone to inform him of the Board's decision. He was unable to reach Adam Holloway directly, and had to leave a voicemail message. III.
