Warwick Selectboard Minutes 3:00 p.m. Wednesday November 7, 2012 at Warwick Town Hall Members present: Dawn Magi, chair; Nick Arguimbau; Patricia Lemon, clerk. Others present: David Young, town coordinator; Robert Raymond, Bernardston Selectboard Chair Magi called the meeting to order at 3:10 pm Patricia moved and Dawn seconded a motion that the position of Regional School Committee Member be designated "special municipal employee" and to grant Denise Dar a Chapter 268 Section D exemption so that she may lawfully work as a substitute teacher. Unanimous Patricia moved and Dawn seconded a motion to declare the plywood workstation, formerly located in the Treasurer's office, surplus property so that it may be sold or given away. Unanimous Patricia moved and Dawn seconded a motion to establish a 250th Donation account. Unanimous Young reported that the Kilroy's fence located at the intersection of Athol and Richmond Roads at the old Bower's place is reportedly being moved or removed with work by the owner ongoing to move it out of the right-of-way. Robert Raymond, member of Bernardston Selectboard was in attendance to brief Warwick Selectboard on ongoing PVRS contract negotiations. Before going into executive session, Coordinator Young wondered about any further consideration by Town of Bernardston regarding Warwick's proposed energy performance contract proposal to fund WCS energy saving improvements. Raymond said that his board had discussed it further and based on the administration's opposition and the complexity involved they are not inclined to support the measure. Young explained that Warwick is working with a consultant to refine and develop the proposal and asked if he would object to our bringing it to Bernardston's town meeting absent their recommendation. He was open to this. The Selectboard voted in a roll call vote to go into Executive Session with our representative to the PVRS contract negotiations, Bob Raymond, for the purpose of discussing the ongoing PVRS contract negotiations.
