Town of Warwick Selectboard November 26, 2012 Minutes Members present: Dawn Magi, Nick Arguimbau, Patricia Lemon (arrived at 6:04 pm) Others present: Town Coordinator David Young, Town Secretary Rosa Fratangelo Calcari, Jon Calcari, Jared Robinson (Athol Daily News) I. Call to Order Chair Magi called the meeting to order at 6:00 pm in Town Hall. II. Public Comment None. III. Minutes Arguimbau added the following sentence to the end of the first paragraph of Public Comment in the November 13, 2012 minutes: "Gilgun also explained that this was an urgent matter that could not wait until the next scheduled meeting." Arguimbau MOVED to approve the minutes of the November 13, 2012 with his correction. Magi SECONDED. Motion CARRIED 2-0-0. Lemon arrived at the conclusion of this vote. Arguimbau MOVED to accept the minutes of the November 2, 2012 Scenic Road Hearing as printed. Lemon SECONDED. Motion CARRIED 3-0-0. Arguimbau MOVED to accept the minutes of the November 15, 2012 minutes as printed. Magi SECONDED. Motion CARRIED 2-0-1. Arguimbau and Magi: AYE; Lemon Abstained as she did not attend that meeting. IV. Presentations and Discussions 1. Grants Awarded--Young said that the Town has been awarded two grants. One is a $500.00 mini grant from the Massachusetts Department of Environments Protection (DEP) which is slated to pay for blue bins to promote recycling among the residents of Town. The second grant, in the amount of $2,200.00, was awarded by EMPG and will be used to purchase a base radio and several pagers for the Fire Department. 2. Financial Audit for FY 12 --Young said that the FY 12 audit is scheduled to begin the last week of December and will be conducted by Scanlon Company from Deerfield, MA. Tom Scanlon Jr. and staff members will be in Town for about one week conducting the audit. Young said that the estimated cost for the audit is $15,000.00, and noted that the account currently has $20,000.00. Young also said that an audit should be conducted at least every three years. 3. Event Calendar--Young said that he is still looking for an online tool to coordinate the scheduling of events in Town so as to avoid conflicts. He suggested the possibility of a Google calendar linked to the Town website. 4. FY 14 Budget -- Young said that it is now time to start working on the budgets for FY 14. He said that he will be sending out reminders to all departments, committees and boards. Young noted that the IRS has changed the mileage rate beginning January 1, 2013 to $0.56. He is advising that wages be budgeted at a 2.5% increase, and see if that will be workable after a complete review of all financial data. Arguimbau suggested getting a statement from the Finance Committee that we will be limited to the kind of raise we can give due to the School Board's proposed raises. 5. Town Report--Young said that it is now time for departments, boards and committees to write and submit their annual report to be included in the Town's Annual Report for FY 12. 6. Selectboard Reports--Lemon said that one third of households in Town have signed the WiredWest cards. Lemon also said that, if WiredWest Representative Reva Reck is in favor of this, she would like to contact those who have not yet done so to see if she can generate more interest. Young suggested that she wait until the first of the year and the publication of the January 2013 Community Newsletter. Lemon agreed. 7. Coordinator Report--Young said that he still had no word from DCR. He said that Verizon had paid police detail invoices from March of this year. He noted that Police Chief Shoemaker will give Patricia Lemon a copy of every invoice sent to Verizon for payment of police details, as she is acting as liaison between the Town and Verizon in this matter. Young said that he has signed the interconnection agreements with Seaboard Solar with a predicted start date for construction in February 2013. He said that it is estimated that the system will be brought online by the end of June 2013. Lemon asked about the status of the fence at the corner of Athol and Richmond Roads. Young replied that the fence has been moved to the Town's satisfaction. Young reminded everyone that the next meeting of the 250th Anniversary Planning Committee will take place on Thursday, December 13th at 7 pm in Town Hall. V.
