Town of Warwick Selectboard October 17, 2011 Minutes Members present: Patricia Lemon, Dawn Magi, Nick Arguimbau Others present: Town Coordinator David Young, Town Secretary Rosa Fratangelo Calcari, Fire Department member Brian Miner, Jon Calcari I. Call to Order Chair Magi called the meeting to order at 6:00 pm in Town Hall. Public Comment None. III. Minutes Lemon MOVED to accept the minutes of October 3, 2011 as printed. Arguimbau SECONDED. Motion carried by a vote of 3-0-0. IV. Presentations and Discussions 1. Zoning/Building Permit Review of Silva Properties on Royalston Road-- Young said that Building Inspector Phil Delorey confirmed that Mr. Silva submitted two building permit applications and paid double the fee for each. Silva has also filed with the ZBA special permit. Young noted that the structures are being assessed for taxes. He also said that the property owner may have to apply to the Board of Health and the State Department of health for a variance on the septic system. Title V septic facilities are required if someone is to be allowed to camp for more than two weeks. 2. Discussion of Fire Chief Interview Process --Lemon said that the Board members need to make telephone calls to check on the references for the two candidates. Fire fighter Brian Miner said that many members of the Fire Department were unaware that the Board is seeking input on the criteria for Fire Chief, and if word got out to the almost 30 members, the Board might receive more input. He suggested that a Board member attend the training session being held at 7 pm Tuesday, October 18th. Magi concurred. There was a brief discussion of how to approach the compilation of questions for the interviews. Magi said that everyone must come prepared for the interviews, and that each member had a lot of homework to do. Magi asked Miner what he considered to be the most important criteria for the new Fire Chief. Miner replied decision making skills, noting the Chief must make decisions at a fire scene and the personality to make a fire scene work as it should work. Formation of Flood Hazard Mitigation Plan Committee -- Young asked the Board to appoint Highway Superintendent Tim Kilhart and himself as co-chairs of the committee. Arguimbau volunteered to be the Selectboard representative. The committee must be formed in order to lay the groundwork for applications for federal grant funding. Lemon MOVED to appoint Tim Kilhart and David Young co-chairs, Nick Arguimbau as Selectboard representative, plus Police Chief David Shoemaker, Emergency Management Director Jim Erviti, and the to-be-named new Fire Chief to the Flood Hazard Mitigation Plan Committee. Magi SECONDED. Motion carried by a vote of 3-0-0. Young said that the meetings will be held during the daytime. Arguimbau said that he wanted the first meeting to be held as soon as possible after the new Fire Chief is appointed. Selectboard Reports-- Magi spoke about being out for a walk and coming across a man by Moore's Pond Beach. This man turned out to have become lost while hiking Mount Grace. Magi inquired about the possibility of creating clearer signage to prevent similar occurrences. Arguimbau suggested referring the matter to the Open Space Committee to see if a volunteer or volunteers could be found to paint and locate such signs in consultation with DCR, and report back to the Selectboard if no volunteer could be found. It was the consensus that the suggestion should be followed, and the chair agreed to do so. 5. Coordinator Report-- Young explained that he wanted to terminate the contract with Bay State Elevator. He noted that the Board had previously entered into a five year contract, but since any contract lasting more than three years must be approved by a town meeting vote, this contract is not legal. Young pointed out that the Town is paid up through year three of this contract. A company that charges far less for its services has been identified. 6. New and Other Business-- None. VI.
