Minutes The Moore's Pond Beach Committee June 21, 2010 Present: Kathy Connolly Dave Shepardson Bev Shepardson Gloria Varno Mario Tringali Mary Williamson Clare Green Fran Prohaska Jim McRae - arrived after start of meeting Meeting called to order 6:10 PM in the basement of the Town Hall. * Introductions were made since a new person, Mario Tringali, would like to join the committee. Mario lives on Wendell Road near the beach. * Mary Williamson presided over the meeting until we organized the committee. * Minutes of the 6/10/10 meeting were read by Gloria Varno, and approved unanimously by all present. * Mary Williamson explained the procedures of signed copies of the minutes needing to be filed with Town Clerk and Selectboard. Clare Green made copies of signed minutes and put in their mailboxes. All Selectboard documents need to be to David Young by Wednesday; since Thursday is the day he prepares the packet for the Selectboard. * The Moore's Pond Beach Committee was appointed by the Selectboard on 6/14/10 per a memo submitted by Mary Williamson. Mary explained the process of electing officers but we went on with other business until Jim McRae arrived. * Dave Shepardson gave us an update of the sheds. He has purchased the sheds from the town and was required to give them a $500 performance check, which makes him liable to remove the sheds in 30 days. The concern is getting the approval of the Conservation Commission within that 30-day period. Mary Williamson had the application form that we need to complete for the Conservation Commission's July 13th meeting. It was suggested that we have a joint meeting (or with as many Con Comm. members as possible) on June 28th so we can review their requirements in addition to our requests so that the work can be approved and Dave can move the sheds. * Clare Green explained how the beach got cleaned. Mario Tringali, who is requesting a seat on the committee and unanimous approval was received, was at the beach, trimming grass and raking the sand. Couldn't have happened at a better time. Mary Williamson told us that the Mt. Grace Land Trust wanted to show examples of a nearby land protection project that their staff had assisted with. The executive director of the Massachusetts Service Alliance (who helped to fund their staff) was coming up and they wanted to look at the beach that was just purchased. Mario had cleaned it that day. Mary was thrilled at how nice it looked when they all showed up at the beach. (Thank you Mario). * The following people volunteered to be the officers of the Moore's Pond Beach Committee. a. Kathy Connolly - Chairman b. Dave Shepardson - Vice Chairman c. Gloria Varno - Secretary/Clerk Clare Green made a motion to accept, 2nd by Jim McRae and a unanimous decision of all in favor. Kathy then took over the remainder of the meeting as chair. * Kathy had a copy of the Application for Permit to Operate a Bathing Beach, which needed to be filled out and submitted to the BOH this week, on Wednesday, at their meeting. Some of the questions which needed answers were: d. What is the location? Found Parcel 64, Map 411 on a copy of the deed. e. Operating body? Selectboard with Beach Committee. f. Swimming use? Memorial Day to Labor Day. Indicate the water testing dates. Decision was made to have water tested Monday before Memorial Day to Labor Day. Dusk to Dawn use only. g. Contact number? Kathy is going to ask David Young if there is a number at the town hall that can be used. No one was willing to use their home number and a number is required on the application. * Dave Shepardson brought up the fact he contacted George Day and the lawyer regarding clarification of the deed that was filed at the Registry of Deeds. Seems the location was indicated as including the spillway. An affidavit to correct the parcel description will be filed with the Registry if necessary. * Jim asked if we were able to get the data sent to us from the labs on a regular basis so we can keep track. He said, it's possible to pass tests week to week but fail overall so it would be nice to see how we are doing overall. He took the name and number of the Enviro Labs contact. * We started talking about the Request for Determination of Applicability for Con Comm. and it was decided that it would be best to have a meeting at the beach with them and review what we need to get done, one time versus on- going maintenance and get their input. Mary Williamson is going to put together a list of items and schedule a site visit. We concluded that Monday, June 28, 2010 worked best for the beach committee and hope that most if not all of Con Comm. can attend. If not, the beach committee will have a regular meeting to discuss the remaining topics (signage and policies) that were tabled this meeting. * Mario suggested a sketch of the beach area with what is there now and overlays of what we would like to see. Dave said he would work with him. This will be easier to show and explain to the Con Comm. * We got a list of suggestions from the insurance company for signage.
