Selectboard Meeting June 2, 2008 Selectboard members gave Town Coordinator David Young a highly favorable performance evaluation. "We wouldn't have been able to do without you on the finance committee," Nick Arguimbau said of the budget work Young did for the May annual town meeting. Noting that in most of the six months he's been on the job Young has worked more than his assigned 20 hours per week, board chair Patricia Lemon moved to appoint him for the fiscal year beginning July 1 an ending June 30, 2009, and to increase his hours to the 30 per week for which the budget was approved at town meeting. "You won't just be paying me for what I've done in the past," Young promised. "You'll be buying more." Young will continue to have office hours for town residents three hours each weekday, but the new arrangement will allow him time to work undisturbed for some of the allotted time. The coordinator asked the board for "continuous feedback on what the priorities are." Without direction, he warned, "Being a hard-charging guy, I'm likely to just move ahead." Selectman Rick Abbott presented an employee evaluation form somewhat different from the one used to rate Young's performance. That one used a five-point scale (higher is better). All of Young's ratings were either 4 or 5. Future evaluations will be on a satisfactory/unsatisfactory basis, following Abbott's recommendation. Evaluations will continue at the next board meeting. In preparation for the tax collector's evaluation, Lemon asked Terry Kemerer to draw up a list of his accomplishments on the job, and to include a list of things he'd like to do but hasn't had support for in the past. Warwick will have an official town flag to be placed in the Hall of Flags at the State House, thanks to the initiative of children at the Community School. A group of students went to the State House to receive an award for efforts at energy conservation. While there, they noticed that there was no Warwick flag on display in the Hall of Flags. The result was a request to the selectboard for a town flag. Townspeople and the school children who voted on the suggested designs agreed to adopt the one showing Mt. Grace. In other business, selectmen appointed board of health member Rita McConville as the town's recycling coordinator and representative to the Franklin Solid Waste District for the new fiscal year. She replaces Reva Reck, who had asked to be relieved. Andrea Woods told the board her husband Dale had made the event sign that now hangs below the "welcome to Warwick" sign in the town park at the intersection of Hotel Road and Route 78. She said he made it for the Metcalf Chapel and "whoever else wants to use it." Selectboard members put Young in charge of the set of letters that make up the event announcements, and coordinating the sign's use. On a motion by Lemon, the selectboard asked the finance committee to release $1,365 to pay the wiring inspector for work done. The amount reflects inspection fees received that were deposited directly in the general fund. A future town meeting will be asked to establish a revolving fund for electrical inspection fees, similar to other revolving funds set up at the last town meeting.
