Coordinator report September 28, 2011 I am seeking a written report or appearance from the Building Inspector on the two properties on Royalston Rd which are both owned by Silva and both with unpermitted structures on them. The owner is seeking building permits based on my most recent conversation with him. The other two adjacent properties owned by other parties and represented by counsel have submitted zoning special permits and hearings are scheduled. We need to have an executive session on the Severance housing court matter. That property is located on Hockanum Rd in Warwick. The owner does not want to interconnect with the electrical grid, ans so they may have stopped the final sign-off by expressing that preference. It appears the electrician has signed off. I have asked the Building inspector to contact Bill Johnston, our electrical inspector, to inspect the system without it being interconnected to the grid. I feel that if we can document their file to the effect that the electrical is inspected and eligible for interconnection all they will have left to do is plumbing. We have a court review next month and need to discuss our strategy for the remaining work. At the request of the current Fire Chief I put on the agenda, that fire department members "want all applicants to be interviewed and want to have input for choice" for discussion. I noted in my reply to the outgoing chief that the fire department members do not choose their own leadership. Warwick is subject to Chapter 48 Section 42 of Mass General Law, wherein it states that "the chief shall be appointed by selectmen". I have suggested that members can advocate for having department input in the choice as a public policy matter but they will have no control of the output / decision unless the Selectboard abdicates its role. I recommended that concerned Fire Department members attend Monday's Selectboard meeting and noted that the Selectboard already are slated to develop new chief selection criteria at the meeting and to as well discuss the plans for a new station. While the Selectboard gives the impression in recent Town reports that it appoints firefighters and officers of the Fire Department the board has never done so because this is the responsibility of our "strong chief". This was an error in reporting in the Town Report and not evidence of a practice. I have attached relevant citations of law to the meeting package We may be confident that with the passage at the STM of all the AG's suggestions and corrections of the AG and FEMA disallowances, our Flood Plain Zoning Overlay District is in good stead. Ted will work with the Town Clerk to submit to the AG and I will follow-up and update the Town's application to participate in National Flood Insurance Program. We need next to develop a Flood Disaster Plan in order to be able to apply for Flood Mitigation Grants. FRCOG doesn't have any funding to assist us with this at the present time. Ted suggests that we move ahead anyway and form a committee which would be made up of public safety folks, Selectboard, highway department. The Planning Board, he says, would not be involved. Tim as highway superintendent sent a letter to Mass DOT regarding the need for them to meet current regulation on sign reflectivity in Town. Tim is on top of the Town's responsibilities with respect to sign reflectivity. I forwarded the invitation from MMA for the annual 6th grade essay contest to the WC school and don't to date know if they will participate. Principal Edson wrote to say that this is the 6th grade teacher's decision. The Conservation Commission gave conditional approval to 11 Northfield Rd to cover the exposed pipe leading across their lawn so, thus far, I don't see a valid claim against the Town regarding the long standing drainage situation there. A few residents have complained about a pail in the traveled way being placed by the homeowner to avoid splashing the new fence at the property. I notified them and expect the police will address the situation if necessary. I am working on scheduling Arial Pictometry map training. So far Highway, Police, Planning Board and Assessors have indicated an interest. This will be conducted by FRCOG's senior GIS staff member and will happen in October. Town clerk is getting a fresh extraction of data from the Sec of State for the BOH project to tie dump stickers to residents. BOH didn't get the expense detail from the accountant yet though I am not sure she has been in since the request. I will follow-up to make sure the request is understood and fulfilled. The elevator is ready for re-inspection with rust in the pit scraped and painted and the electric circuit addressed. At the request of Building and Energy Committee I ordered some special weather-stripping for windows. They will start in the dining hall and kitchen and make it part of the sash restoration. In the next few weeks we will be removing air conditioners and installing storm windows in Town Hall. The contractor on the new storms for kitchen, dining hall and meeting hall says these will be installed in the next two to three weeks. We have new US flags on the poles at the Veteran Monument and at the Fellows Memorial. We have ordered metal anchors, which are acceptable to the WCS school nurse, for the soccer goals. The school didn't like the sand bag solution even though the product warning stickers on the goals prescribes sand bags.
