Coordinator report September 25, 2014 Highway superintendent Larry Delaney will be at the meeting are the request of Ms. Lemon. In addition to discussion of "super-elevation" of a turn on Winchester Rd, I have added the matter of the turn-out on Orange Rd located on property belonging to Maynard/Curtis, and a report on the MA DOT pothole grant. There were actually two contracts that I got signed last week with the solid waste district. Board needs to authorize the wood pellet bag recycling contract. We are up and running on this new "line" so the contracting is a formality so that we can get the material hauled periodically. We received an invitation from Leyden Selectboard to attend a meeting this fall of the four town Selectboards to discuss the PVRS budget. I replied that Warwick's board would attend. I got some metrics regarding Pioneer District student population from the Superintendent's office. Warwick has 56 enrolled in our local elementary. Of the 56 students, 18 are out of district "school choice" and 38 live in town. How that looks for each grade isn't provided. We operate combined classrooms. Grade 1 &2 has 11 pupils. Grade 3 & 4 has 18. Grade 5 & 6 has 12. There are 11 kindergarteners and four preschoolers. The district's total pupil population is 928. Of that total 219 are either tuition or out of district school choice. That is almost 25% of the pupil population from out of district. That is money that the voters in the respective towns have little or no control over. Next year we should not advance our own budget number but instead vote up or down on the request. If two towns vote it down the school committee will need to vote a new budget and the District towns will have 45 days to act on it at a Special Town Meeting. Things will eventually sort out. The Veteran's District we belong to is recommending we merge with the Leyden / Greenfield district to affect cost savings. There are two meetings coming up. Dawn indicated a willingness to represent the board. If we do nothing the merger is probable. Our copier contract is expired and we can replace the unit with a new one. I am seeking authorization to contract for one on the state bid list with the provision that the new contract is within our budget. To keep the old one with a service contract will cost us more than to replace it because they want to add additional charges for service now that our copier is out of warranty. Much of my effort in the next month will be on the Green Communities application and preparation for a CDBG housing rehab application. I met with CoverageCo in Warwick this week regarding cellular service. They are a very small carrier and are deploying their software defined and Internet backhauled solution in VT. They are trying to get a carrier to allow them to serve Warwick. The big players own the radio spectrum. The best chance is with Sprint and possibly Verizon wireless. One barrier is compliance with 911. I am going to open talks with DCR legal to try to get on the Mt Grace H frame tower. An alternative would be to seek permission to erect our own mast / pole. The system will operate at 1.9 GHz and 2G voice and data.
