Coordinator report August 29, 2013 Warwick Community School's roof replacement with funding by a grant was turned down a third time by Massachusetts School Building Authority. I recommend the Selectboard seek the project review notes and scores on the project to see why it isn't faring well. I am not sure if the board should go through the superintendent's office or through our legislators. I have learned that going directly to MSBA is not fruitful. We are not their perceived constituency. Nick proposed getting residents affected by the dirt road dust to contribute some of the cost of mitigation. I request the board establish a road dust mitigation donation account, vote to accept donations, and make provision that donations be returned to the donors if the idea fails to generate sufficient donations. I spoke with counsel and he is looking into the consultant's opinion that our personnel policy doesn't apply to the fire department. In my view something should and counsel has assured me that yes or no as far as the personnel policies are concerned, employee rights remain. Moreover counsel says that he has consulted with the Chief in the past and continues to be available. Regarding life tenure upon appointment, I think Ernie was wrong based on the law which is foot-note one in the report with respect to towns with fewer than five thousand employees. To drive home the point that the PS building project isn't a fire department project I have contacted the building committee and Association president and asked they make you a report. Amount is $140k and includes hydraulics as they are necessary and therefor a grant fundable expense so we can operate our sweeper. I could use some direction on recruitment of a new field driver. I have three weeks' vacation and intend to use them over the next few months. When I took my remaining two weeks from FY13 in May I had to come in to work for a couple of days to keep the wheels turning on matters such a pay warrants, etc. Rather than try to take three weeks off and end up resenting the intrusion of coming in to do some work, I plan on taking off a couple of days per week for a while, at least to the extent the work load will permit. MBI contractors were in town today to test the circuit from each CAI to the point of interconnection in Orange. The circuits to each of our towers have not been installed and are another month out. We don't expect to be operating on the 123 fiber network until January.
