Coordinator report August 28, 2014 Based on vote of the board meetings revert to 6 pm beginning next Tuesday. Monday is a holiday. It appears based on documents submitted by Martha and my re-reading of MGL 71 S 16B that there is no reversing the ATM voted appropriation once 2/3s of the member District towns vote the school budget. I recommend we delete the two school district special town meeting items unless we want to spend some quality time in a court of law. I will have conferred with counsel before Tuesday's meeting. We have a short meeting planned for 9/8 to sign and post the Special Town Meeting Warrant. DCR has noticed us that they plan to acquire 90 or so acres in the northwest corner of Warwick and adjacent to much more planned acquisition of contagious property in Northfield. I would note that we receive more payment in lieu of taxes from the state than chapter 61 privately held land contributes to our revenues. Have two items to discuss with the building inspector. Member Arguimbau wants him to conduct periodic inspections and enforcement actions rather than the complaint based approach that is the norm in town and everywhere surrounding us. The other item is the possibility of having the building inspector issue an additional enforcement order regarding year round and residential use of the campground. This is suggested in case opposing counsel successfully argues that the mobile home park citation misses the mark. Planning board chair Cady will attend for this portion of the meeting. Our counsel says that if we think we got a word wrong, by all means change it. Verizon is petitioning for a pole hearing for facility they want to locate at the corner of Gale Rd in Warwick and Main St in Orange. Board needs to set a date. I suggest 9/29 at 6:30 pm. The treasurer needs board's authorization and execution of borrowing documents for the WCS roof project. Percentage interest rate is 0.53 or about one half of one percent. Arguimbau wants the board to have the local school union come before the Selectboard to discuss budget matters. On reflection, as much as I like to liven things up, this seems inappropriate. They are a collective bargaining unit. This could be perceived as an attempt to interfere with a contract. Beyond grandstanding, what would be the point? As painful as it is, more involvement in the process in the future is a better plan. We got MBI fiber to town hall installed and working so Skype communication with Patricia for meetings should be improved. I visited her this week. She was appreciative of the effort. I don't think she will be home by Tuesday but she is getting stronger and looks good. We got the town's fiber circuit at the school working on a sophisticated WiFi system. Kudos are due to John B for figuring it out. The manual was more than 1000 pages.
