Coordinator report August 2, 2012 I am taking the week of Aug 5 off for vacation and won't be in attendance at the next meeting. Reva will attend the meeting to give the board an update on the progress that Wired West is making on fiber to the home. Tim has ordered yellow caution signs for the Hubbard Farm area that Nick express concern about. We can't erect regulatory signs, change the speed limit, etc. but can and are putting up yellow signs with a farm tractor. Almost everything in road signage is now expressed in symbols. I put the matter of energy incentives on the agenda so you may discuss it per open meeting law. The Jay and Manring conservation restriction projects are back on our agenda. I don't expect to have the contracts in time however the appraisals are done and acceptable to the parties and we are just waiting for the state to revise the contract amounts which were previously reviewed by our counsel. I will have the check them again when they arrive. Paul D from MGLCT will attend a future meeting when the contracts are before you to sign. Our net metering project with Seaboard Solar has received Dept. of Revenue approval and we are making progress with the Inspector General's office. Russell Dupere is working on the contract language so it is clear that we are the "host"; that we are receiving the net metering credits; that in return for being the "host" Seaboard will pay us 1/2 cent per kwh generated; that we will transfer the credits to Seaboard under the contract and they and sell the credits to other municipalities. I met with the director of Greenfield Community Development and Greenfield is willing to contract with Warwick to manage our program income including reporting and run our housing rehab loans program for 10%. HRA was 15% on the front and 15% on the back and now proposes 24% on the front end and 6% on the back end. I told Greenfield we want to pull any unrestricted funds out for other municipal purposes. They will write our next grant under the proposed agreement. We have the option of hiring our own independent capacity, going with HRA, or going with Greenfield. I asked Greenfield to develop a contract for your consideration. It seems our best option and I will have it on an agenda soon after my return. We got the draft contract for use of Mt Grace tower. It is a new contract rather than a renewal. Our annual road compensation goes from $2,000 to $3500 and we will pay DCR 2% or $1 (whichever is greater) per out-of-town connection. The later fee is on our revenue from Access Plus, WiValley and Mt Grace Broadband. We currently average $600 per month of out of town revenue so will pay MA about $30 a month. When we started we agreed to $2k without any customers. We have 79 customers on the Mt Grace tower today. I think it is reasonable to expect a contract to sign at the August 20 meeting. The term is five years which is legal as this is not subject to 30b procurement as an intergovernmental contract. The building inspector issued an order to the owner of the former copper angel. The new bakery has applied for a special permit. Upcoming ZBA hearings are scheduled for Wednesday, August 29, in the Town Hall dining room at 7:15 p.m. to hear an application for a special permit by Brian Wickline of People's Bakery, 24 Athol Rd. Also the Valentine matter continues with a ZBA hearing Wednesday, Sept. 13, in the dining room at 7:15 p.m. for a hearing on an application for a special permit by Kirk Valentine, 315 Wendell Road. Larry provided me with a judgment in Land Court case number 131369 which says (boiling down three pages) that when a road is abandoned but the rights of others to pass hasn't been, the land can't be considered to establish the set-back. I am sure it will be entered into the next hearing record. Tim has had contact with Mr. Kilroy regarding his fence at the former Bower's farm. I asked Tim to have a meeting on site with the police chief, the owner and himself to try to reach a compromise. I had some complaints about a fence being built at Valentine's back lot and investigated. According to Tim the fence is not on the Pine Street right of way. As the fence is not over six feet tall I believe they are entirely within their rights. Our new elevator company is Eagle of Boston and they have impressed me. Bay State who we fired sent a notice that the state inspection was in three days. I sent them a fax and that said that they are not authorized to enter our premises and then contacted Eagle who attended the inspection. The state inspection cited us for, (I am not making this part up) noncompliance as our elevator does not have the STAR by the button in the car for the correct floor. Currently and I presume since the elevator was installed the STAR floor is 1 which corresponds with the handicap access floor. According to the inspector the STAR must be changed to floor 2. We were just lucky to have passed for 16 years with our STAR in the wrong place. I tried to contact Sylvester McMonkey McBean and his star on and star off machine without success. Eagle elevator is getting the new label including braille from Dover Elevator who made our elevator. I also engaged Brian Peters, electrician to replace the ground fault circuit in the pit and rewire the light so it works even if the ground fault fails per order of the state inspector. Tim provided new pavement aging maps which I had digitized and which are now available on the website. Flower Hill Rd is slated to be paved late next week. One of our highway workers who is out on disability is having lower back surgery done and we wish him success and speedy recovery. The women's guild has confirmed their plan to host a High Tea as part of the 250th anniversary celebration. It is scheduled for Sunday June 23rd, 2013. The next 250th planning meeting is August 19 at 7 p.m.
