Coordinator Report August 18, 2011 Paul Daniello from Mt Grace Land Conservation Trust will be before the board to report the termination of one conservation project previously approved and to propose a substitute project that Mount Grace would like the town to consider holding the conservation restriction. It is the land of Ralph Jay which abuts Lemon's so Patricia won't be able to participate per conflict of interest law. Kyle Whittier did not comply with the agreement to erect the wire kennel. I subsequently learned that his father, who also resides at the Shepardson Rd address died and the services were over the weekend that he was to build the kennel. As of Wed the 17th he hadn't built the kennel. We can give Kyle a few more days. Rosa will continue to inspect. Patricia requested an agenda article on Town Meeting articles. Best reason to have one is to approve MSBA () funded project at Pioneer to replace boilers. We'd only do that if it passes in Bernardston August 18 as capital projects require all four towns' approval. FEMA has concluded their review of our flood plain zoning by-law. We will vote very minor changes at our next STM, tentatively scheduled for September. We need the AG comments to vote any changes they require. If the AG requests another extension we don't want to give it to them unless they meet with our Planning Board to explain the circumstances. Our reasons include that we have requested technical assistance from FRCOG to develop a mitigation plan. We are approaching the hurricane season. The Town has submitted its application for Federal Flood Insurance. I have advised our legal counsel and he agrees with our stance. Jeffrey Joyce resigned from the Cemetery Commission due to health reasons. I will meet with new member Miguel Torres and Jim Toth to learn the cemetery database. Jim is very helpful. We need a new member and then to train them to fly solo. Ted Cady submitted the Town's comments on DCR landscape designations on August 15. So the Town's comments can appear on-line, and to backstop the mailed comments, I scanned them and submitted via e-mail as well. I also forwarded them to Ritchie Davis at The Recorder as a possible news story and to Audubon who I expect will support us in their comments. Warwick's comments are spot on and a welcome example of five town boards achieving consensus which is laudable and unusual in these times. Mrs. Stone from Dusty Lane Lake Association (Laurel Lake) contacted the highway department requesting the town do brush chipping along their private way. Tim said no, we don't work on private property and I backed him up. STM and Pioneer Green Project I re-registered the Town with Dunn and Bradstreet online, a requirement to have contracts with the Commonwealth. This had expired for a few days. I got approval from MBI to begin work on our recently awarded grant. The first step is to procure and obtain tower structural engineering reports to support our request to tower owners to add equipment.
