Coordinator report August 16, 2012 I regret my error not getting the agenda posted for the last meeting. The board could vote to have the web site be the official notice place but I'd recommend we think hard about that because some boards are not quite up to speed on Internet use. I have invited Reva to attend the meeting to give the board an update on the progress that Wired West is making on fiber to the home. Tim ordered yellow caution signs for the Hubbard Farm area that Nick express concern about. We can't erect regulatory signs, change the speed limit, etc. but can and are putting up yellow signs with a farm tractor. Almost everything in road signage is now expressed in symbols. I put the matter of energy incentives on the agenda so you may discuss it per open meeting law. I don't have any more to report on the solar farm contract. More next meeting. The position of Treasurer has previously been declared that of special municipal employee. We need to grant Beth Gilgun the 268 Section 20d exemptions so she may hold the job along with the others she holds. The building and energy committee would like to engage a consultant to help us frame our argument in favor of our energy performance contracting at WCS. They will pitch this. The funds can come from the improvement account or the consulting special article previously voted at an ATM. We were asked to allow a radiation measuring device to be place in the town park. I told the state agency ok, put it in a maple tree. Chief Shoemaker will attend the meeting to provide an update to the board. I propose the Selectboard authorize a contract Greenfield Community Development to manage our program income including reporting and run our housing rehab loans program for 10%. HRA was 15% on the front and 15% on the back and now proposes 24% on the front end and 6% on the back end. I told Greenfield we want to pull any unrestricted funds out for other municipal purposes. They will write our next grant under the proposed agreement. We have the option of hiring our own independent capacity, going with HRA, or going with Greenfield. I asked Greenfield to develop a contract for your consideration. We got the draft contract for use of Mt Grace tower. It is a new contract rather than a renewal. Our annual road compensation goes from $2,000 to $3500 and we will pay DCR 2% or $1 per month (whichever is greater) per out-of-town connection. The later fee is on our revenue from Access Plus, WiValley and Mt Grace Broadband. We currently average $600 per month of out of town revenue and will pay MA about $30 a month. When we started we agreed to $2k without any customers. We have 79 customers on the Mt Grace tower today. I made some minor changes to the contract and it is being circulated at DCR. The term is five years which is legal as this is not subject to 30b procurement as an intergovernmental contract. I am working on renewals for our reseller agreement with Mt Grace, WiValley, and Access Plus as part of the new contract with DCR. Electrician Brian Peters is working with Eagle Elevator to make the repairs noted in the recent inspection. The bill for Eagle was in the $800 range. Add in $165 every two months for inspections and the total is far less than the old contract for $3800. The dry portion of the WCS sprinkler system was never energized. I have S&S Fire-service coming to begin work on Friday to bring us into compliance before school starts.
