Coordinator Report July 8, 2010 The WCS reduced the hours of the custodian by half over the summer. I hired him at his $13 per hour rate to do work for us funded by our WCS improvement account. He is painting trim and repairing roofing. In order to extend this hire for an additional seven or eight weeks I need the Selectboard to approve temporary hiring of a longer duration by empowering the coordinator to do so. A copy of his temporary appointment letter is included in the board member package and you will find his first timesheet showing items accomplished in the FY11 #1 payroll warrant. Rod Whipple in his capacity of chair of the Forest Committee contacted us to get board approval for placement of a data collecting insect trap in our Town Forest. I can not see any downside. A motion to approve is recommended. I have been contacted by residents wanting to make use of the Internet connection at the town hall and office space for personal business. We charge for copies, faxes, printing already. Would the Selectboard be interested in developing a policy regarding such use? We have until July 15 to make inter and intra departmental transfers. The former require a vote of both the Finance committee and the Selectboard. There is a request from the Highway Department to move $500 from wages to expenses to cover cost of a suction hose purchased for a fire truck. I am also seeking formal permission to pay some snow removal, landscaping, and signage from the Town Hall account when needed. And I'd like some direction about archival supplies costs and the source of funding as that wasn't anticipated in the inter-office budget. A firefighter is working as a contractor and we should declare firefighters special municipal employees and give Mr. Lyman a MGL C268A Section 20(d) exemption to keep things clean. Patricia has requested a discussion regarding establishing cooling stations for residents affected by the high temperatures. I note that the Library and WCS are not air conditioned and Town Hall is only minimally. We could run the window unit in the board's room and make that space available. Our disciplined highway employee has submitted a grievance to the Personnel Committee. They met and determined that a hearing is not warranted. He may file the grievance with the Selectboard and I will notify members and Town Counsel should that occur. The Severance case goes before housing court on July 16. I sent letters or e-mail notice of appointment to those appointed in June to boards, committees and commissions. I assisted the Fire Dept., Police, BoH, Personnel committee, and building and energy committee with procurements, bill paying, and data collection assistance as needed. Next step on the Town Hall is repair of the rear chimney. Bill Lyman was low quote at $2,000 for flashing, re-pointing and weather sealing. The roof on the WCS is failing. It appears to be a 30 year IKO. We have documented it with photos and I am contacting the architect and the manufacturer to start a claim. Included in your package is a technical note on whether to pave or maintain gravel roads. It appears that with more than 200 vehicles per day gravel is more costly. Tim reported a broken window at the highway barn to the police this week. We took delivery of a new porta potty which we have purchased at a cost of approximately 1/2 the cost of one year rental. I developed an analysis of compacting paper and while it is not a huge money saver we'd ship 34 instead of 150 containers in ten years and save $4,000 to $8,500 in that time period. Since I forgot to put the lease purchase on the agenda it would be advisable to discuss it at Monday's meeting and not decide until we have it on the agenda for the next meeting. We have a request for a pole hearing on Northfield Rd. I'll schedule that for July 26th. I hope to have the improved backhaul link operational next week serving the cell tower. The board has four warrants to review and sign. These are two payroll and two expense for each of FY10 and FY11. I will sign notices from the Town to the Conservation Committee related to the Beach. One is for the previously approved removal of the buildings at Moore's Pond beach and the other to allow cutting of invasive species, removal of dead and dying trees and brush and hauling sand from the water to the beach, and erection of an informational kiosk / sign
