Coordinator report Independent Auditors from the Scanlon firm were at our site working for six business days. The field work is completed. The engagement letter is for $12,500 rather than the agreed upon $15,000. One discovery is that we owe the librarian for two weeks of wages in FY15. Our labor council says it will need to be on a Town Meeting warrant and get 90% vote as a prior year bill. I argued otherwise but this is the legal path and the employee understands and will wait until May. I believe the next question is, does the board want a presentation by the CPA firm when the audit report and management letter is completed? It is possible that you will be conducting this meeting August 1, without me as I got word that my mother has hours or perhaps days to live. She has ALS, is bedridden for months, and is ready to pass. Hospice has provided this prognosis. In this event I will be absent for some days, perhaps a week to be in SC. When I was away visiting her earlier this month I attended to work remotely and I have earned back an amount of that vacation with comp time while on vacation and immediately upon my return as I was mostly eight not six hours per day during the audit. I'll sort out my time worked, and time off and make a report. I expect to be away longer than the three days the personnel policy allows so will be combining vacation and bereavement for this eventuality. In other planned absences note that Mr. Erviti will not be at the 8/1 meeting due to a planned vacation. Warwick gets a couple of grants that are facilitated by the Solid Waste District which lately total about $2,000 per year. These are from DEP (environmental protection) and they want the town to update our 1991 Recycle Purchase Policy. I recommend adoption of the updated plan. Highway department is struggling to keep the backhoe working and I have been in discussion with Larry about the option of purchasing, with Chapter 90 funds, a new backhoe. I've suggested that Larry demo new machines that are part of the state bid. My memory is that we have about $10k in this machine. Warwick has about $425k unallocated to projects and with a generous trade allowance under the state bid, a new Deere machine would cost approximately $100k. That would leave us with $325k unallocated and leaves unaffected the commitments of $270k for Northfield Rd and $50k for Quarry Rd which is nearly completed, though delayed by the overheating, brake, and hydraulic issues on the backhoe. Orange rejected our signed Ambulance MOA. I have received no phone call, email, or mail on the subject. I suggest they provide us an executed contract which we can then sign. We used the document set before us on July 5, five days after the contract start date. Their problem not ours and we have prepaid the invoice. Public records requests and changes to law are effective Jan. 1, 2017. I propose that since we can only charge 5 cents for a copy or printout under the new law that we don't charge for fewer than 100 copies as the transaction cost to accept, document in a cash book, receipt, turn over to Treasurer, provide a copy to the accountant, have the treasurer and accountant reconcile, is higher than the fee. FYI some variant of the perennial wage information request was received in the past week by the Town Clerk and the Treasurer answered it with existing documents, redacted of personal information, at no charge. Personnel Policy, Comp Time and notice by employees to supervisor are ongoing matters. Dawn is working on personnel policy review. Several have noted need for clarification and requirement that employees give some notice and get approval for vacation and compensatory time, a requirement that needs to be formalized. Two board members took issue with the day to day comings and goings at highway making planning difficult for their boss. We have a document from chair of Planning Board suggesting additional non-criminal disposition of additional town bylaws including possession of marijuana, and junk cars. Broadband report from staff is that I am working on the MBI grant request, and as part of that, showcasing our plans for the build, and as well our existing billing, financial reports and the way we operate under the town's financial and governance system. I could use help with an organizational chart. The capital and operating models which I am building are not what MBI emailed since the supplied model provided by MBI is fiber and more fiber. Middlefield has been helpful to me with their pilot project. Half the gear needed for the 900 MHz and the 5 GHz solutions are either on site or in the pipeline. The new kitchen range is ordered and Mrs. Whipple is coordinating the installation. Brian Peters is donating his services as electrician. Also, the new butcher block kitchen countertops are installed and the installation was a contribution by Larry Kilroy and Jim Kilroy of Town. The countertop material was funded by the COA (council on Aging) grant and the kitchen range purchase was matched by a grant. The Town is grateful to acknowledge these gifts.
