Coordinator Report July 21, 2011 Our lease between the Town and school district is up for renewal. I recommend that the Selectboard refer this to the Building and Energy Committee so language can be added to accomplish the Town's need to have savings from energy conservation accrue to the Town to pay for improvements. Have you noticed the woodpile at the transfer station? We need to declare it surplus property so we can sell it and get it removed. Miguel Torres of Northfield Rd has volunteered to join the Cemetery Commission. He is a retired school teacher and is ready to serve as soon as appointed. The appointment should be until the next Town election in May of 2012. Jeff Joyce would like us to continue to look for another member to replace him when possible. I am in discussion with other candidates though no others have committed to date. Some of the maple trees in the Town park need pruning and a dying spruce should be removed. The Tree Warden says this is the responsibility of the Park Commissioners which we don't have. That makes it the Selectboard's responsibility. Perhaps you'd like to delegate this to me as coordinator. Selectboard are the commissioners of the lighting plant by default. Instead of naming yourselves as the commissioners, we should have acted as the Selectboard. The documents signed need perfection. Reva will be in to explain the details of the do-over. All of the 2009 CDBG housing rehab funds are committed. That means we would have only the option of using program income to attend to the Jane Severance case. I wrote our insurance company and their loss control department declined to offer an opinion regarding doing nothing and said we should consult our legal counsel. We have and Fred says doing nothing is not an option. Attorney Black wrote to say that Gallagher and Dyer will submit their zoning special permit application and conservation notice of intent simultaneously. Nothing received yet. I attended the MBI publicity event in Ashfield and got a big ceremonial check for $50,000. I am working with WiValley a WISP in NH who are our partner in this project, to secure an FCC license for our funded WiMax project. Until we have a contract we can't safely spend money on this project. I expect a contract by September 1. We have a good source of used Motorola Canopy Internet radio equipment so I am proposing that we set our price to install broadband at the lower of cost or $500. With used equipment, that will set the bar at $375. In another matter, we haven't paid installers for failed attempts. I propose $50 for two hours of effort. Both of these are recommended by the Broadband committee. Finally we need to set a policy for compensating the hosts of repeater sites. The broadband committee recommends $20 per month for hosting a repeater site, deducted from the monthly bill. Finally you may recall that we are under agreement to compensate DCR $2000 per year, in-kind, for tower access. We are doing roadwork right now with the purchased services of contractor Don Matthews. DCR came to the project with culverts and nine were replaced on the first day. DCR sent a forest fire truck and two men to clean out the good culverts and assist with the installation. We have a budget of $3500 which will bring us current on our obligation to date. Next are bulldozer installed water bars / poor man's culverts. If money is left we will haul 6 inch stone. I am very pleased we can make this happen as we have had a lot of rain and the road condition is suffering. The Library wants to purchase the town hall old Ricoh copier. I am making it happen. Their old machine can go to the police department who need something that will copy a driver's license. The multifunction machine the police have can't scan such documents. Police logs keep on coming on a monthly basis. The new cruiser will be arriving in August. There was an incident of multiple unlocked windows at WCS which WPD is addressing with the administration. WCS janitor started working for us on capital projects on the 20th. July 27 is the Warwick meeting on subject of DCR forest zoning in Town. Meeting is at 7 pm at the Town Hall and the hoped for outcome is consensus from Warwick on how the Town ought to be zoned with respect to parkland, reserves (no cut) and managed forest lands.
