Coordinator Report July 19, 2013 After meeting with the town clerk I identified the following corrections and additions to the appointments made last session. They are: Conservation Commission - add Ann Kendall to a term ending in 2016 Cultural Council add Casey Rolih and Kerry Stone to terms ending in 2016 Rescind Dan Dibble to Cultural Council Historical Commission - add Barbara Walker until 2016 Rescind Personnel committee appointments as all are good until 2015 Register of Voters is a three year appointment. Therefore rescind V Fellows for one year as her appointment is already in force. Reappoint A. George Day for a three year term as registrar of voters. Reappoint Beth Gilgun, treasurer. I suggest a three year term. Patricia has requested an agenda item regarding a possible role for the Town in supplying portable air conditioners to residents. She had inquired of me about removing an installed a/c from the town hall board room to loan to a resident to which I replied that I am opposed. I did volunteer an unused window a/c of mine to the cause and nothing has occurred since. Also another town employee offered use of her two unused units stored in her basement. This seems more appropriate for a church or community service organization rather than town government. We ran the "cooling station" in the town hall for two days. Nobody used it. I have nothing much to report on geese. Don't know if grape cool aid has been tried and found effective. Allegations persist of continued feeding. I am waiting on a quote for two "do not feed the geese" signs which contain rationale for not doing so and will order them and get them in place soon as I have a price. Rosa has an extensive report on Tatro's dog. That hearing is at 6:30 pm. Highway superintendent seeks authorization to apply for and accept a Commonwealth MassWorks grant to upgrade a portion of Winchester Road from the Mountain Brook crossing to NH state line. I recommend you do so. As well, we have a complaint for the board to act upon from Bob Hubbard Jr. regarding the extensive ditches near his home on Hastings Heights Rd. I note similar ditches all over town. I also note that we have over 500 culverts in town and if we make "structures" at each inlet our funds won't go far. Tim will be attending to participate in the discussion. I submitted the Feb 8-9 ice storm FEMA reimbursement to MEMA last week and seek a vote authorization to document the file. Mrs. Lemon raised a question about a "trailer" on Northfield Rd. Mr. Arguimbau asked this be on the agenda. I was out of town and posted early and this will be on next agenda if needed. I have asked the building inspector to contact him. My take is that there is no issue here. Nobody is living there. There is not "an accumulation of two or more unregistered vehicles." There is no prohibition against parking a travel trailer on a lot. Our prohibition is against mobile homes. This is not a mobile home which is defined by intended use at manufacture. There is a requirement in both the MA health code and our Warwick zoning requiring permits for temporary living facilities that are used for more than 14 days a year. There is no evidence that this threshold has been reached as it appears to be used as a hunting camp per the assessor's clerk. Building Energy Committee is working on a plan for the machinery garage insulation. I told them spending a small amount on a consultant to help with the decision is appropriate provided they scope the work in writing and set a maximum amount. I reported three street lights in vicinity of town hall out to National Grid who promise to fix them. We pay for them anyway working or not. There are two ZBA hearings in vicinity of Moores Pond coming up. I advised the assessor's clerk to mail them to abuttors separately so we don't have the same sort of fiasco we had when tax collector seeking to save postage put more than one bill in an envelope. The town hall dishwasher is broken. Steve K troubleshot it and I ordered a new relay from Grainger. Is in the mail. Dan D confirmed that homecare has funding to pay for appliance repair so I authorized Dan to get the commercial stove repaired. There are missing hangers on elements and one oven isn't accurate any longer. I turned off the phone at the "dump" saving the town enterprise fund $500 a year. We need the ability to call 911 in an emergency. I put a Warwick Broadband connection and a magic jack Internet phone. In the next few weeks I'll add a wifi connection so there will be a community hot spot there. Fire chief Gates supplied written operating guidelines to the board this week. I haven't had any exchanges with the FD consultant since he was in town a couple of weeks ago. I encumbered about $900 of unexpended Selectboard expense money toward the bill. The rest will come from the Hastings fund. Finance committee approved FY13 transfers to cover UE, health insurance and an election worker account shortfall. Fin Com also approved $4800 transfer from FY14 reserve fund toward this year's worker's compensation bill which has gone up more than 60% based on our loss experience. Broadband is making headway. The fiber to towers and town buildings is getting closer to completion, the WiMax is operating and being tested, and the TV Whitespace radio layer was delivered and is being implemented at 30 meters on the cell tower. It models that it will give coverage to eight of eleven un-served homes.
