Coordinator Report June 2, 2016 FRCOG is proposing a new layer of Emergency Management called the FRCOG Multi Agency Coordination Center. Information and a proposed MOA is included in the board meeting package. I reviewed this concept with Mr. Erviti in his capacity as our Emergency Management Director and he agrees that to delay and wait and see would be an appropriate response for Warwick. We have a lot more experience that the average Franklin County town with drills and training due to our proximity to VT Yankee. At this point this seems an additional and unnecessary layer. I am seeking the board's authorization to again participate in the FRCOG Highway Products bid by granting the chair permission to sign for the Town. Broadband committee changed its meeting to June 13 which will bring them in phase with your meetings. I working on end of year collections, pole permits, and planning for the new 5GHz high speed layer which we plan to deploy first at the cell tower. Insurance quotes for the town lines of coverage are due 4 pm on Monday the 6th. I hope we will save some money. It is probable that the lines may be split among respondents. Comp Time opinion from our labor lawyer, Mr. Dupere, says that compensatory time is time and not dollar denominated. I have informed the Highway Super and Town Accountant. Workers defer and hour or pay for a future paid hour off which is not tied to old rate of pay. We did not get to the matter of our interest in beginning a Master Planning, Strategic, or Long Range Plan activity so this is moved for discussion in this session. I have been advocating for a plan for education and think it makes sense town-wide. The Selectboard members have indicated an interest to discuss the voted Town Hall Gun Ban. If this is not considered settled policy then I request we bring it to a Town Meeting. Somebody said that politics is war by other means. My political science 101 textbook says that politics is "the authoritative allocation of scarce societal resources". I still remember the definition. "War by other means" says to me, leave the firearms out of the mix. The vast majority of town hall employees favor the existing policy. A violation at this point would be enforced as a civil matter with a trespass order. I don't think it wise or fair to dredge up the "reasons" for the voted ban. Don't lay it on an individual. Think about rational policy and if the matter too big to be decided by your board, I request as a town employee, that you leave it alone until a Town meeting votes a change. I made a pitch for public input on local wireline phone service problems and have not gotten replies as of Thursday noon. Please review the draft appointment list for accuracy and omissions. You may act on it at this meeting or follow my recommendation and wait until June 20th by which time it might be perfected.
