Coordinator Report June 21, 2012 Appointment of Transfer Station Commissioners was held until this meeting as I hadn't been able to secure a third volunteer. Michael Mankowsky who works for Northfield DPW, and Richard Whiting who has, as a BOH member, previously served had agreed to be appointed. One of the other two prospects, David Koester, has agreed to serve. David is business manager at Michael Humphries Woodworking. All are residents of Town. The appointments are until the May 2013 election at which time voters will elect to one, two, and three year terms. The next hauling contract is up for approval and analyzing and deciding this is the first piece of business for this commission. Last meeting tabled Nick's proposal regarding boards and committees meeting with the Selectboard. Having accomplished appointments this is a good time to take the matter up again. DCR is rewriting the MOA which allows the Town to place broadband equipment on Mt Grace. I had made an application to amend the agreement in November of '11 which they changed to an extension. It makes sense that we be prepared to renew the three corresponding MOA's with our out-of-town resellers as soon as we have the new agreement. If DCR does not approve the contract by the first days of July I will be locating the WiMax equipment intended for the mountain tower on the Town Hall roof to meet the MBI last mile grant goals on time which calls for project completion by end of July. I am looking for clarification and perfection of the vote on policy regarding fences or structures in the right of way policy. There are going to be unacceptable attempts to infringe and we will need in some instances to negotiate and ultimately litigate to protect our rights to the road right of way and to mitigate against harm to the traveling public and avoid potential liability by the Town. Mr. Thomas of Seaboard Solar met with Dawn and me regarding their proposal to develop 10 megawatts of solar electric generation someplace in the National Grid / MA territory and contract with Warwick to have its name on the meter and for the Town to be paid for credits. I have attached four pages of information to help prepare you for the meeting. Wendell has executed a contract with this firm and New Salem is in the process of doing so. A Town Meeting vote is required to contract for more than three years.
