Coordinator report June 19, 2014 Miryam as ZBA chair has requested that the Selectboard re-appoint Robert Croak to a five year term on the ZBA, ending in 2019. I'd like us to prepare for a special town meeting in September to adopt the stretch code and to adopt as of right zoning for solar PV on the town owned Allen lot. The Green Communities application is due the end of October. That will be a tight timeline for the Planning Board. In the meeting package is a by right by-law model from DOER we can base it on. Ted is going away all of September. He says the PB may have to meet weekly. I think we can risk a less than perfect by-law as it only involves one parcel, owned and controlled by the Town and amend the zoning if needed at a future date. A draft STM Warrant is included. Other reason for a September STM is that if either fails, we won't do all the work to document the 20% reduction over the next three years, or at least won't do it on such a tight time-line. PVRS has advanced a new capital definition and it does not address the dollar amount threshold nor provide for dispute settlement method. In the definition it appears to me that a CF or LED light bulb would be a capital item as it has a life of more than one year. MMA has alerted us of telecom industry sponsored / backed legislation moving through the legislative process that would revoke local zoning control over towers and wireless installations. Does the board want to take a stand against this proposal? In the last 45 days of the fiscal year the Selectboard is empowered to vote to transfer funds between budgetary line items. Accountant is requesting that the board vote $3000 be transferred from the health insurance line to the liability line. Reason is that I charged WBS $5,521 for its share of liability insurance which was excessive and we need to back this charge out. All the paperwork and attestations are in on the USDA rural facilities grant in the amount of $20,000 to pay for a portion of the new HD highway truck. That will free that amount for other Chapter 90 highway work. Our insurance costs for FY15 came in on budget this year with a few hundred dollars to spare. Our workers compensation rate is very high due to loss experience. This will persist at least one more year. Good news is that we haven't been kicked to the "assigned risk pool" and we have enough in the vote budget to cover all our insurance costs. I ordered and installed a new US flag for Fellows Memorial. It is a "correct aspect" flag and the first of this type in play. They are not widely available. The 25th of June is the zoning violation appeal hearing on the WagonWheel unpermitted use as Mobile Home Park. Hearing is at 7 pm. I plan on attending. Tax collector has UniBank do some enhancements of the town's on-line payment portal for broadband so that we can now take credit cards, debit cards and electronic payments. We didn't used to take VISA. This payment method is happening under the broadband heading so a payer should contact the collector so we find the money and get it applied to the correct account. I check the account once a month to apply on-line broadband payments. We are back in the wood pellet bag recycling business thanks to a grant obtained by the solid waste District. Only number four plastic goes in this container. I will be advertising for a back-up dump attendant as George has landed a job in his field, as a nursery grower and probably won't be available on Wednesdays during the summer. After taking Friday's off I still will have two vacation days owed me. If the board will vote to allow me to carry them into the next fiscal year I would like that. If not I'll take them off before July 1 per the requirements of the personnel policy which is use it or lose it.
