Coordinator Report May 8, 2015 The Town Clerk has a few election appointments she will request. They are one-day Constable appointments for the May 18 Annual Town Election and possibly some election workers. She will also report on the upcoming June 23rd tech school special election. Additional appointments requested include: Patricia Lemon as town lobbyist (requested by Nick) and Denyse Dar to the vacancy to the Recreation Committee. Both appointments are through June 30. To demonstrate compliance with Department of Environmental Protection (MA) recycling requirements for grant eligibility, I provided copies of the 1998 town policy and a memo on recycled product purchases to town departments and commissions. As procurement officer I wish to report that whenever available we purchase office paper and other supplies with at least 30% post-consumer recycled component and have complied to date in FY15. The Women's Guild is donating new town hall tables to the Town. I request the Selectboard vote to accept the gift and I will write them a letter of thanks. I am not seeking approval at this meeting, and do want the board to begin discussion of the proposed five-year transfer station recycling contract which increases the receiving facility handling charge; decreases the base / guaranteed payment amount to us; and increases our theoretical up-side on shared revenue, if any. We are a dual stream community. That means we segregate at our site paper products from bottles and cans. This is sensible because of shipping costs which are in part a function of distance and weight is not a factor except that we can't tandem haul two compacted loads. We compact our paper and get five times the weight in a load. The heavier load costs the same as hauling a box of material that is not compacted. We dual stream towns are being used in this new contract to subsidize "single stream" recycling. I'll walk us through the proposed contract and then ask the Selectboard to consider having discussions with neighboring towns. While this proposal is annoying, it probably will cost us $1000 a year in lost revenue, our income going from very little to almost none. The up side of being under contract is that we can get rid of our recyclable materials and we don't have to pay $66 / ton disposal fee as for landfilled trash. The down side is we have no other revenue stream, transport costs are about $75 / ton and we will get even less for our efforts. We lose money on recycling already. I propose that at the May 25 Selectboard meeting we do something to publicly recognize the outgoing Moderator, Tree Warden, and Selectboard member.
