Coordinator Report May 31, 2018 Rosa did a highly commendable job taking my illegible notes of the most recent meeting and turning them into minutes. Nice work. I am not aware of any ethics exemptions you need to act on except the item from which I am recusing myself. ACO requests the board set a Nuisance Dog hearing date and time. We will have a continuation of the discussion regarding road conditions; and our summer construction and paving plan. Larry did not get me the emulsion / oil x stone chips / rubber cost. I recommend we shim, chip and seal our worst paved roads and overlay and not recycle in place on Rt 78. 6:30 p.m. the board will hold a permit hearing on Verizon right of way and underground trenching permit for the cabinet space and near pole conduits. This request supports the phone upgrade. The space involved is monumented with grade stakes. WCS and Pioneer District – folks will want to discuss / propose a Special Town Meeting to vote more financial resources for the school via a Supplemental appropriation. I proposed closing the tiny elementary schools. The best judgement and advice is we can only do so by following our contract, the District Agreement or changing it and following it. Since Warwick Community School is the best academically and has the nicest building, it makes sense to me that the committee model and consider bussing some Northfield kids to Warwick. District would run Warwick at full capacity and close a few classrooms at Northfield. Worth consideration and fair is fair. There is a lot of confusion about School Committee loyalty. I was elected by voters in all four towns. I have a duty to care and a duty of loyalty to the mission of the District. When I act as a SC member it is never supposed to be favoring Warwick. So, "How could he?" Answer is I must. Last night I went searching for the PVRSD minutes from my first meeting after being elected to SC in 11/14. People still remember my admonition that we must change or fail, and I said "the party's over" which still resonates and galls. Oldest minutes on the website are 2016 almost two years into my term. Please review the two pages I excerpted and, better yet, go online and read the SC minutes history. I won't take longer than an hour or so. Then review your own minute history where the Warwick Selecttboard has been firm on no assessment increase. Up to now. Municipal Power Aggregation authorization passed at ATM and the organizers would like to meet. Does the board want have a meeting or just have it handled by staff / and perhaps the Building and Energy Committee bringing you a proposal? I believe the consultant to implement and a price proposal have been selected. Doc requested an executive Session be posted with Former Town Accountant to discuss personnel matters not to take up other business at conclusion other than adjournment. I join labor counsel in recommending you not do so as there is nothing to negotiate. However, if you can't resist discussions, by all means treat as a personnel matter and do it in executive session. I am talking with a location scout for AT&T. The backstory is this is FirstNet public safety internet but will provide AT&T wireless calling service when not in use in an emergency. I assured them we will work with them to co-locate.
