Coordinator Report - May 11, 2011 Note that this meeting begins at 7 pm and not 6 pm. This is so we start after the election is over. And recall that the election runs from noon until 7 pm. Highway superintendent has Chapter 90 request to submit. One is for crack sealing all the roads that have been sealed in the past. The other request is to use the crumb rubber surface treatment previously used on Hockenum Rd on a section of Richmond Rd. We have about $38,000 from previous year plus the new award of $229,000. That will leave us 170,000 to carry forward in Chapter 90 funds I recommend and would like the board to consider a policy that the Town reimburses its Highway employees for their DOT physical and the cost of their hoister license. The former was a $130 bill not covered by health insurance for one employee. I also want to have a discussion with the board about the way we grant vacation pay. I consulted with our counsel regarding our personnel policy. It seems a new employee gets no vacation pay until their second year of employment. I think we could do better and should grant some vacation time upon completion of the probationary period. Even something token would be appreciated in the context of no pay raises in two years. I will have two Chapter 268A Section 20D exemptions before you. First is for Bruce Kilhart plow on an emergency basis and the other will allow Brian Hubbard to sell some hay to the Town. DCR needs hay for a project and doesn't have funds to purchase. We owe DCR $2000 from Broadband Fund for gravel. They are very pleased to have us substitute hay for part of that in-kind commitment. Because Brian has an interest in the family hay business we should grant this exemption for this $500 "contract" to purchase bailed hay since he is a Town employee. I am in final stages of the MBI last mile broadband grant. We are seeking WIMAX on both towers, upgrades for our customer's equipment, and off-grid solar power pack to provide electricity to remote repeater sites. Total project is $63,400 of which we are seeking $50,000 from MBI. We won't spend anything on this unless the grant is awarded and until it is contracted. This is due Wednesday. I am out of the office Thursday and Friday attending to personal business - a board retreat as Trustee of some private schools. I will monitor voice mail and have my cell phone with me. Remember that Town election is noon to 7 pm on Monday.
