Coordinator Report April 26, 2012 Chief Shoemaker will attend to discuss and seek approval of renewal of police mutual aid agreement with neighboring Winchester NH. In another police department related matter, we are being asked to appoint a representative and an alternate to the regional dog control committee. As of today I do not have the contract for execution for the Forest Legacy conservation restrictions. I believe the hold-up is property appraisals. The contract form has been reviewed by our counsel and approved. The Northfield Building and Energy Committee is supportive of our article seeking special permission to undertake performance contracting. They get it but want to wait a few months as they are very busy moving forward on Green Community certification. Our first step will be our TM vote. The amount will be about $225,000. Chairman Magi and I met with our Highway Superintendent regarding the crew's coffee break and lunch break practices, specifically about going out of town and use of town owned vehicles. At the same time we didn't want to denigrate the crew as we recognize their contribution. We also discussed clothing and boot allowances. In addition most towns provide uniforms. Based on my review of the practices I suggest we "pair" the two actions and eliminate the coffee runs and adopt a $500 annual clothing allowance. This is somewhat less than other towns allow and provides recognition. Tim's research is attached as well as his proposed coffee break policy. The planning board voted to recommend discontinuance of maintenance of Tully Brook Rd. This requires notice which has been given and a public hearing. Following the hearing we seek a vote by the Selectboard to discontinue maintenance of Tully Brook Rd. This is a power reserved to the Selectboard. I have submitted the MEMA contract that is correct and we are still waiting on corrections to submit the balance of our claim. Town Meeting is May 7 at 7 p.m. Constable Day has posted the ATM Warrant and the election warrant. Sunday at 3 pm at the library is an informational meeting on the Community Preservation Act. The MA House has passed a bill allocating even more funding than in the past. It has to run its course through the Senate. We got a figure for available for appropriation from Assessor's Overlay Surplus. Subject to a BOA vote about $16k will be available to reduce the levy.
