Coordinator Report April 24, 2014 We may have a free cash figure by Monday in an amount in the $30,000 range. I called DOR today to prod them but in truth the slowness has been on our end. I learned that the accountant failed to set up a snow ice deficit account for FY13. Fortunately DOR caught it and is adjusting our balance sheet. That $13k will be to our better as it is a legal deficit amount and was levied in FY14 tax recap. Free cash certification besides being revenue to apply to reduce the FY15 levy will get the state local aid flowing again. It was on hold until we come into financial reporting compliance. I have asked Constable Day to attend the Selectboard meeting to get the executed Warrants posted. The ATM Warrant has to be posted by 7 pm Monday night. Lots to report on solar electrical: Soltas who acquired via acquisition our Pequoig contract is in contract breach. They oversold their Adams Farm project to the City of Lowell. I have asked our counsel to discuss this, with respect to procurement, with the AG's office because it may be inappropriate to sell somebody else electricity that they contracted to us. I am in discussion with Soltas' CEO who is proposing that we deal in net metering credits rather than kilowatt hours which would show up on our bill and we would pay Soltas a discounted rate for them. They want to have all the credits apply to the WCS rather than allocate them to our many meters. This may be a problem for us given the unpopularity of our performance contracting financing model, the District may not be able to understand the deal. I barely do. Our contract specifies 8.5 cents per kilowatt hour. Adams Farm, Athol Y, and Town of Petersham are other off takers and Soltas also has contract issues with them. We believe our contract is enforceable. It was vetted by our counsel and the AG office. Legal action may become necessary and we should do so in concert with the other players in the same situation. And while the Athol Hospital is also an un-served contract holder, their terms are different than the four I've cited so we shouldn't, in my opinion combine with them. Remember Seaboard Solar? I saw paperwork a few weeks ago seeking reservation of net metering credits for power generation at the project in Ware equaling of the Warwick / Seaboard project. Things seem to be grinding along there. Last time we spoke they were in process of seeking funding. Finally the HCOG power aggregation project is proceeding through the Department of Public Utilities. Denise Andrews and Sen. Stan Rosenberg sent letters in support and the HCOG's attorneys are handling our paperwork. We can work out TM article motion assignments. The moderator has some requests regarding the school technology debt article where our authority is not to approve, only to reject. I will make a sign that says Article 9: Yes vote means no, No vote means yes to the debt! And rather than move Article 9, somebody will actually read it out loud. No provision of fiber to the cell tower yet though it is ordered since the window opened with AXIA taking over the network administration. On Mount Grace, MBI had the State Police and Warwick Broadband Service installed with the exception of terminating the fiber last week but the switches were installed in the generator room to which we have no access. MSP has ordered the equipment moved. There is nothing in writing to date to clarify the District technology plan. Another meeting has been called for Thursday May 1 at 7 pm. I personally require a cogent written plan in advance of the meeting. So far we have an inventory. Town of Bernardston is looking at pulling out of the Pioneer District. I think we ought to look at that option. Something has to give. Warwick has responsibility for a facility designed to serve 125 students. We have some forty-something Warwick kids in the school. We need rationalize service delivery and achieve some efficiency, some economy of scale. Another thought I have on the subject is to get out of the District as at the K-6 level, start our own school and make it exemplary, make it a destination. Use the year it takes to get out of the District for startup including marketing. With choice and tuition students added to Warwick's student population we could become both affordable and excellent. Building Inspector in capacity of zoning enforcement agent has issued a cease and desist order to the Campground illegally operating as a year round mobile home park. I think we should bill the owners for the kids that they have sent to our school system. I have no issue with the school system. They are following the law. People are in fact living there as opposed to recreating. And the illegal tenants are not the problem either. Something to think about. On April 17 the Recorder reported: "The [transportation] bond legislation also includes $3.2 million for repair of Route 78 in Warwick. According to the MMA, the governor signed the bill on the 18th. The actual bond bill reads that "not less than $3,200,000 shall be expended for the repair of Winchester road in the town of Warwick." Charges have been filed and Chief Shoemaker is grateful to residents for reporting the offense. They should get additional charges for stupidity as they were caught returning with a second load!
