Coordinator Report April 12, 2012 The recreation committee has been without full membership for many months. Colin Killay who is active as baseball and basketball coach is willing to accept an appointment and has been nominated by the two committee members. I recommend he be appointed to the Recreation Committee. Per some sort of legislative action we need to respond to the state regarding our municipality's choice of health insurer. We are with the Hampshire Council of Governments and save more than $9000 per year over the GLC which the state is pushing. Board needs to authorize signing a report to the state documenting this fact. Rosa will report on the nuisance dog whose owner seems to have left town and the dog is confined in the house. The landlord has been notified. I presented our performance contract concept to the Bernardston Selectmen and they are taking the matter under advisement. Annual Town Meeting and Election Warrants are ready to be posted though they aren't required to be until April 30. Since they are ready to go I suggest the board sign them at the meeting April 17th. The MBI grant funded WiMax gear was installed on American Tower this week. We are still waiting on DCR for permission to install on Mt Grace. DCR incorporated Warwick's forest zone suggestions. The new map was released last week and conforms to our requests. The Commissioner phoned to thank us for our contribution and said our testimony was among the most valuable they received. The conservation restriction projects won't be ready for signature this week. Mt Grace is waiting for an appraisal and final numbers. These will likely be ready in two weeks. Town Counsel has reviewed the contracts and approved. We are getting seven good used office chairs, six classic wood armchairs for the boardroom, a fax machine for the FD, and some shelves for town hall and the PD from FRCOG. We will move them next week. My feasibility study for burning biomass didn't make the cut with USFS. They cited the relatively small size of the facility and the forced air distribution system. The pallet burn on Hastings Heights Rd isn't going to happen this year. FD canceled the first scheduled date and at this point in time the landowner does not want the hay trampled. This project will have to wait until next year. Ted Cady reports that MA DOT did replace one of the missing bounds but can't remember if it was the Northfield or Orange one. We will have a hearing at the next meeting on discontinuance of maintenance on Tully Brook Rd. Following the hearing I will ask the board to vote to discontinue maintenance. This is on the ATM Warrant but the law gives the Selectboard the power not the Town Meeting so I propose we address this with both belts and suspenders. Pequoig Energy, our solar partner, reports that they are submitting their permit applications this month and will soon after be able to tell us when they expect to begin generating. I visited the Tech School last week regarding our solar broadband power pack project funded by MBI. This was my first visit ever. I had lunch in the restaurant the students operate and had a tour of the facility. We received the check for unrestricted CDBG program income and I made the turnover to the Treasurer. These funds are on the ATM warrant to reduce the levy. Representative Denise Andrews contacted us regarding her schedule. Besides OHD do we have any events we would like her to attend? Steve Pontz is corresponding with Congressman McGovern and is attempting to set up a visit to Warwick which will be in his new district. I worked with Mr. Silva regarding his ZBA special permit for temporary living facility. This is the last of the Tully Rd / Royalston Rd dwelling units. He will be making his application soon. Janet Conover corresponded with us regarding appointment of registrar of voters. These are supposed to be three year terms and she notes that the Town Report lists them as one year terms. The law calls for the respective Town Committees to each nominate individuals and for the Selectboard to appoint two from each party to the three member board. Do you see any problems with the math? The Town Clerk is in fact a registrar as well. We have been appointing one Dem, one Republican, one Un-enrolled which in MA parlance is an independent.
