Coordinator Report March 9, 2017 Chairman Magi requested an agenda item so the board can discuss and make a recommendation to newly formed Heart Committee regarding Warwick's ability to pay PVRS assessments. School assessment "minimum contribution" calculation considers both our districts that we are members. Last year our school spending (excluding debt service on WCS roof and sprinklers) was $934k. What is currently proposed and cannot go higher, is $988k Karro Frost requested an agenda item so the Conservation Commission may discuss and enforcement issue that is "working its way to a satisfactory conclusion" and a water issue near our cemetery. She has requested Larry's attendance and I have requested of her that she meet with Larry prior to you meeting. The Cemetery Commission may need to be brought in as they and not the Selectboard are the governors of the cemetery. Have received some communication from the forester and so can provide an update on Town Forest Management and planned harvest. I'll attach a Recorder article where Westfield Gas and Electric positions to build a lot of the needed internet infrastructure for Towns. They have thousands of gas and electric customers. I haven't received the references and wonder if we can skip it. The fire tragedy has been in the forefront of all our lives this past week. I am proud or our community for the way we have stepped up. I am proud of our fire fighters. Scott has told me he is grateful to the FD for their efforts and I've passed that on to the chief. Warwick Community School will host a reception for the family and the public on Saturday after the burial, estimated to be about 12:30 pm. Folks who enjoy cooking and baking are requested to bring refreshments, specifically "finger food" / hor d'oeuvres. An apartment has been secured, furnished and made ready for move in. Following is report I wrote last week March 1, 2017 I request the board designate the positons of Heart Committee Member and School Council Member as "Special Municipal Employee" and that the town grant Chapter 268 Section 20 exemption to Dawn Magi (Selectboard and Heart Committee) and Sue O'Riley MCrae (School Council and Heart Committee). With respect to Selectboard General Government Budgets, I propose we review the current year expenditures and discuss the possibility of increasing the appropriation for accountant for FY18 in the event we have a change in personnel. In the alternative we could instead put more money in the Reserve Fund than the current $20k. Our legal counsel has reviewed the Inter-municipal memo proposed between Westfield Light and Power and Warwick. He recommends we enter into the agreement as a MLP (Municipal Light Plant) as drafted. I have posted the meeting as Selectboard, Commissioners and Governors. Counsel notes that the release contained in the agreement, while it may be Westfield's "standard" does indemnify them rather thoroughly. This is not something they are interested in negotiating. I am seeking the board's approval of our entering into the contract and seeking authorization for the chair to execute the document. The backstory is that the masts/poles are in Warwick, our staff is getting close to posting our pole siting hearing, and a number of towns including Wendell and New Salem are talking with Westfield about having them do their fiber build so things are going to get busy. In another related matter, MBI appears to be moving the goalposts and may agree that the make ready / engineering funds that they were keeping for their own use may flow to the towns. I propose we not further delay our contract and that you have me write MBI to ask that they not reallocate "our" engineering / make ready funds to other towns at this point, until we know if we will need additional funding. There is potential that any funds we might have had to borrow to cover overruns may be grant fundable.
