Coordinator report February 2, 2012 I have nothing new to report on the CDBG program income matter. And have no ethics exemptions to act upon at this meeting. Tim will be in to discuss tandem plowing. He has submitted a written explanation which is included in the meeting package. I believe the board gave him permission to conduct road closings last year. That was my intent but on review the language used is somewhat unclear so let's order the dirt roads closed or perfect the assignment of that authority. Spring and mud conditions could happen any day. Finally, Tim has been working on getting us disaster reimbursement and since he will be before the board I want to give him a chance to report on his efforts on this matter which will net us +20k. I had a constable serve the summons and order to Whittier. He phoned the constable to complain about the service which confirms the service. The hearing is at 6:30. Consider ordering the dog out of town. The first planning meeting for the 250th is at town hall on Wednesday Feb 8 at 6:30 pm. I recommend we authorize the chair to sign the proposed WCS / PVRS lease with the addition of a very small space reservation for use by wired west for a server closet. Instead of trying to alter the district agreement to allow us to do a performance contract type financing deal to improve the school's thermal envelope and insulation, I have determined that we could go to each member town with a TM article to allow us to do the project. In addition the Green Repair financed by Mass SBA (school building authority) is giving our ask for the roof a second look and the district needs to be able to prove site control. That means an executed lease. While it is the district's call, they are seeking our input on options relating to restructuring the debt at the high and Jr high schools. Option one would reduce cost in near term more quickly and amortizes the debt more slowly. Option two would keep yearly payments relatively level and pay off the debt sooner. I recommend the latter. Erik Ross met with the Assessor's and they would be pleased to have the board appoint him until the May election. I publicized the opening on the list serve. Nobody else has stepped forward. I recommend he be appointed. I will have a contract termination letter for our contract with Bay State Elevator for chair's signature ready for the meeting. Cost lowering in the face of a five-year contract we should not have signed is the issue. Also we have had performance issues which I will describe. Town counsel has reviewed the net metering agreement for solar electricity and we can sign the contract when presented. We want to thank George and Robert Day for their attention to the spring-fed water piping and fountain. Problem was a leak in the basement of the historical society affecting water pressure at the town hall and library.
