Coordinator Report February 18, 2010 The bonds issued June 1, 2000 for the Warwick community school project are approaching their first call period which is June 1, 2010. Recall that the state pays 70% and we are responsible for 30%. The Mass School Building Authority is prepared to offer the District a lump sum distribution for the state's share of the principal and interest on the outstanding bonds. This is because the outstanding issue is considered a current refunding. Once the MSBA provides us with an estimate of the lump-sum, the District would be responsible for refinancing its share of the remaining bonded amount. The District is under no obligation to accept the lump-sum offer. If we choose to accept the offer, the MSBA would prepare an acceptance letter and form for the District to sign. The treasurer and chairman's signature would be required on the form. In the meantime, the school's financial advisor would also determine the remaining bonds to finance and the funding options. The timing for this is opportune as interest rates are low and we could roll our capital costs of sprinkler repair into the bond if approved by the voters. I referred a request to provide street numbers for the properties listed in the state's historic database in order to assist Franklin Redevelopment Authority with housing rehab applications. This is because they have to get Mass Historic's approval on all projects and it helps a lot to know the property address, especially when lacking local knowledge. We got the clearance letter on the special condition on the housing rehabilitation grant award that we agree to refer to other providing agencies on weatherization. I am aware of at least one housing rehab project that is underway. Met with Rick regarding snow and ice / village center plowing practices. Tim's initial response raised some questions about overtime practices. Rick and I reviewed local, state and federal law and regulations and the personnel policy. Tim developed a written plan to mitigate noise in the village center. Had a complaint from a village center resident who was under impression that use of loader to plow snow was ended. Not the case. I got two complaints directly to me regarding 2/10 no-show storm. Both callers know that they need to call the highway department so I listened and shared their pain. One call was at 4:15 pm and was that we are plowing dry roads. Another was a call to my home to say the loader was idling around the center doing nothing for 15 minutes. That one came at 7:00 pm My explanation to callers was: 1. We pre-treat the roads and perhaps the plowing was to remove any loose slush at same time. 2. We don't employ one guy to load two trucks; he does other snow removal work with the loader. 3. We haven't agreed not to use the loader to plow 4. We are trying to keep out of the village center with the loader between 11 pm and 7 am. 5. We probably missed this "call" as the prediction didn't obtain but we don't wait until the end to mobilize. Finally we are $34k less than last winter season on this date on snow and ice expenditure. MA Secretary of State approved the expenses town clerk submitted for reimbursement for costs associated with the special election for US Senate. These funds when received will go to the general fund. After some confusion between the fuel oil vendor and town we have concluded that we have about 2,074 gallons left on our guaranteed contract pricing for the heating fuel. Logger Tom King started the Wendell Road Town Forest harvesting job last Monday. He paid $10,020. for 93 Mbf of mostly white and red pine standing timber. The bill for forester services was $2740 and the committee will use some of the proceeds to erect a steel gate on the access road. This 55 acre woodlot was last cut in 2000 and shows good pine regeneration in places. Four customers used the on-line payment option for Broadband in the first half of Feb. We added four new customers so far this month bringing us a few short of 80 connections. We had requests for service for three installations that need to wait until the leaves are out because they have very weak radio signals. We are showing $9,700 net income on the project year to date. The broadband committee recommends applying $4,000 of this to pay-down of the loan to the project. I recommend the Selectboard appoint Kevin Cooke and Ray Lemek as broadband installers. They have completed their training and answered the advertisement I put in the newspaper. We got ten data logging devices programmed to measure temperature every 10 minutes and deployed at the school last week. Jack Cadwell is writing up the locations of each. The 5th/6th graders are part of the project to measure temperatures at the school for the rest of the heating season. Building and Energy committee are working on building a catwalk over the insulated ceiling in the Town Hall. Your packet for this meeting includes their report for '09 which was recently sent to EPA who commended our committee work. Census training in Warwick concluded 2/18 despite the notices to the contrary. Warwick residents can get trained and tested in Erving from here out. A third round of break-ins this winter at Laurel Lake cottages was reported. Officer Shoemaker contacted me to say that the police detail that occurred as a result of the pine tree on Moore's Pond being hit by lightning in 2009 was intended to have been paid from the regular police budget. That did not happen meaning we will need a 90% vote of Town Meeting to correct this since it is from a prior year. I worked with the treasurer and our bank to recover names of those who donated in memory of a deceased resident so the family can acknowledge the gifts. The ACO did acknowledge though did not retain a complete record. This points to the need for all departments to maintain a cash journal. I began working with a resident to develop an Internet based retail wine license application. I am working with the Board of Health and transfer station employees to improve our internal controls and turnover of receipts to the Treasurer. In an unrelated action Mr. Shoemaker tendered his resignation to the BOH as transfer station attendant effective 2/27 and he assured me he will remain available as needed. He plans to move to Orange and is having trouble making time for this job. I expect we will promote Jared Woods and I am contacting prior applicants to the job for a back-up.
