Coordinator Report December 22, 2010 Mr. Whipple of Orange Rd has submitted his application for Class II and III licenses. Everything is in order including proof of insurance. Two licenses for signature will be at the meeting. Several folks have reacted strongly to a Recorder article that says the AG has ordered Verizon, our incumbent phone carrier to upgrade its facilities. This does not pertain to data or wireless, only plain of telephone lines. Sometime in the spring of 2009 we submitted comments. I sent a letter to the AG asking why Warwick is not included in the order and asking that we be added. Some folks would like some clarification regarding the kinship prohibition on picking up firewood by family members. Some are claiming it is discrimination and others that it means half the town can't touch the roadside wood. Perhaps we can line out the relationships that fall under the rule as is done with marriage licenses or otherwise provide clarification. Ted has proposed doing time studies of firewood handling. I don't see the need. Clearly the crew will be more productive under the newly restored rules that allow them to leave the wood by the roadside and get on to the next thing. Press coverage of the wood issue left the employees feeling maligned. I wrote a letter to the editor of the Daily News which seeks to clarify that we are not accusing them of stealing. My review of the situation is that there was much miscommunication. The failure of the Selectboard member to identify self as such weakens or negates our case for insubordination. My hope is that board members and highway workers can get beyond hurt feelings and once again work together. I would like Selectboard member Magi to join me in my regular supervisory meetings with highway superintendent going forward. The hosting company for our town email domain had total failure this past weekend. On Wednesday I started over and recreated the accounts. We expect to have access to our old data sometime in the future where it will be merged with the new start. For the past year I have been downloading my e-mail to a client application and save it all. Many users access via web mail and so getting the old data back into the cloud is very important. We were without our copier / fax machine for two weeks. Eventually the leasing company was able to fix the machine which we pay $80 per month to lease and which includes toner and repairs. The leasing company has changed from being a Ricoh dealer to Xerox. They placed a nice new machine with 11 x 17 glass on site but were never able to get it together to add a fax / scanner card to the machine so we could assess its utility, at least not before they started laying on the pressure to sign a lease for the new machine at $160/ month for five years ($9,500). After it became clear that the salesperson was clueless, we agreed that they would remove the machine. I have since learned we can buy the same Xerox machine for under $4,000 outright from another vendor. When we are out from under the lease on the little machine we have we can look at this option. Something that allows us to scan historic documents would be helpful. The current machine won't operate with the document feeder detached and the glass is only 8.5 x 11. The Tech School electrical students finished their work-list and will be back with the plumbing class after the first of the year. They wired the new compactor at the transfer station, relocated some basement lights, added a generator transfer switch and wired six circuits to it for operation of the town hall powered by a generator (not included), wired low voltage led lights to the new notice board, wired a 220vac circuit for the cooling station. They will be involved with the plumbing class in repairing or replacing the elevator sump pump, replacing the main hall water heater, and putting an instantaneous heater in upper basement for the bathrooms and mop sink. WCS consulting contract awarded to KAAbbott of Jamaica VT for slightly under $5,000 and the work will commence during this school break. Internet CPE applications requested stands at eight. Ted resigned for personal reasons from doing the income verification. I'll handle verification and mostly with IRS transcript letter. Any client not at ease with my role can request that the accountant do their review. So far nobody has done so. HRA fiscal audit of Warwick's program income was done last week and without findings. Nick and I will meet with the agency in early Jan to review. Tax rate setting was the order of the week. It has been approved by DOR at $16.70 per '000. I sent a letter to IKO requesting test results, administrative recourse, and finally the name of their legal counsel in response to their letter denying responsibility for failed material on the WCS roof. Following up on last week's discussion, I sent a letter to FRCOG requesting technical assistance on developing our flood plain mitigation plan. I distributed a letter from the agency to town departments asking for feedback on the projects FRCOG lists as part of their technical assistance agenda. We have until Jan 5 to provide input. I ordered a Victaulic rebuild kit for the failed dry valve at WCS. Part cost is about $230 and was discounted more than 50% by the seller I found on eBay. This will repair the ten year old valve already installed. To replace it with a new one instead of rebuild we have been quoted more than $5000. Kudos to Moderator Miryam Williamson for appointing Martha Morse to the PVRS committee vacancy and Kelly Jones and Bill Foote to the Finance Committee. This puts both committees at full strength.
