Coordinator Report January 20, 2011 Until the AG issues 940 CMR 29.00 their current advice stands. It says that a list of documents consulted must be included in the minutes and it says that the documents consulted are not part of the minutes and are not required to be stored with the minutes. The documents consulted are just part of the public record which must be retained. The previously approved minutes run over twenty pages. I suggest the board reconsider and adopt the more brief instance of minutes. I may have been too cute with my proposed revolving fund for highway machinery. If so we can adopt a limited version that does not capture sale of surplus equipment and still provides incentives to inter-municipal equipment sharing. In this case we will need to appropriate the old fashioned way from Stabilization or borrowing. Chapter 90 will pay the difference between sale of old and purchase of new. And we can pay a loan or replace Stabilization fund at a future meeting from the sale proceeds once they become Free Cash. Gale Road cutting has drawn a lot of attention. Expect Planning Board and Conservation Commission members at the meeting to discuss the highway department's plans there which I understand to be cutting dead trees under the jurisdiction of the Tree Warden. Our Wired West representative asked that Warwick sponsor a technical assistance request of FRCOG. The deadline loomed and we didn't have time to bring this before the board. I am looking for authorization of action taken. The request is for legal counsel to the project in the amount of up to $8k. We advertised and posted the police chief position. Two Warwick officers have applied to date and their resumes are available. The Attorney General's office contacted Verizon regarding our concern about not being part of their order to upgrade. The company assigned a representative to handle issues with phone service in town. I met with the representative today and will weekly. We need specific complaints tied to specific phone numbers in order to proceed. George Day diagramed the changes made by the Tech School to Town Hall plumbing facilities. We received annual fire and police statistics from e911 / Shelburne Control. A motorist accidentally damaged the granite fence on Town Park when they crashed. Their insurance will pay for the fix. Town hall dining room painting project funded by the Guild has commenced. Feb 10 is the date for the public meeting on the Scenic Roads Policy.
