Coordinator report January 19, 2012 We have vacancies at Assessors, Recreation, and I believe an incumbent BOH member is not seeking re-election. We have a new resident, Erik Ross, of Hastings Heights Road, interested in the board of assessor's position. We got free cash notification in the amount of about $60k, surplus in broadband is slightly in excess of $26k and $6k surplus at the transfer station. The free cash can be voted at TM to reduce the levy. The broadband amount includes our borrowed funds and should be appropriated to pay down the $30k we have borrowed. The transfer station surplus can be appropriated at TM to be used to operate the transfer station and reduce the subsidy from the levy. I have a tentative agreement with Tom Scanlon, auditor for prior Warwick audits to do FY11 audit at a cost of $12,500. We appropriated $15,000. They will start work in May. First step will be updating our capital inventory from the '06 audit which I pledged to assist. Their second concern was the state of our cash reconciliation which I was able to assure him was done with regularity. Monthly in fact. We talked about need for a federal "single audit" and I represented that we got no FEMA funding. I forgot about being a CDBG lead community. That may increase the bill. If so we should pay it from program income rather than locally levied funds. Solid waste district delivered some bad news regarding prevailing wage and container transport. The state is considering this hauling a prevailing wage job. In the short term two of the three haulers have agreed to eat it and are adhering to their contracts and paying it but this will increase our costs over time. We could look at a used container hauler truck and using town employees but I don't think it would save us much. I'll do the math. Ted Cady will be at the meeting on behalf of the Planning Board with respect to joint hearings on Wendell Rd for utility cutting. He will recommend that only the PB and tree warden be involved in these hearings as this does not involve road maintenance. He asked me if we granted these poles without a hearing. My recollection is that this was prior to our adoption of the Scenic Road Policy. If I am wrong it was a mistake we won't make again. I have corresponded with town counsel, the building inspector, and the Severance family regarding the final inspection. We should clear this matter soon. I am proposing that the Selectboard set an upper limit on volume at town hall events. I have informed some Arts Council and Wooden Fender folks of my intention to seek this policy. Last year's Blues Night was way too loud in my opinion and nothing worked to get the volume down. A sound level meter and a volume policy would be a good start. MBI reimbursed us on our grant funded activities this week. I am seeking approval of expenditure of $104.90 from Mary Ann Hastings fund for a prior year stipend that the treasurer and accountant determined was not paid. We can seek reimbursement from TM as a prior year bill. This way the former employee will not have to wait until TM for compensation. This non-payment was my oversight.
