Coordinator Report November 7, 2013 A number of residents with many years of service to Town were not able to attend the recognition dinner. I have invited those who got special mention at the event and many are able to attend. Those who are not able to attend due to having other plans will be invited back to the next Selectboard meeting. We have a highway department superintendent vacancy. Tim has taken the job of DPW chief in Hubbardston and his last day on the job is Friday November 8. His accrued vacation compensation owed means we are paying him through the end of November. I appointed Larry Delaney to fill the position between 2 pm Friday and the following Tuesday's Selectboard meeting in case it snows or we get some other weather event. Larry will attend the meeting. I posted a position open notice, the full text of which is included in the board meeting package. In it the Town reserves its right make decisions as deemed by the Selectboard to be in the best interest of the Town. It is a contingent notice and we won't be filling all the positions listed which include: Acting Highway Superintendent; Winter seasonal part- time snowplow driver / laborer; Working foreman; Part-time supervisor; Highway superintendent; Truck Driver Laborer. Following are three options: Scenario One: Temporary appointment from within the department of Larry Delaney as acting superintendent for the winter ice and snow season. I have met with Larry and believe he is capable. Tim recommends Larry be made interim superintendent and his letter of recommendation is attached. That still leaves us with a need for a driver for our fourth plow truck. Resident Brian Miner is willing to commit to the FY14 winter season as a part-time driver. His hiring has the advantage that he is contracted as our third and back-up private snow plow operator. This is advantageous insomuch as his back-up private plow truck would be available in case of a town equipment break-down. Rather than operating a four-man crew we would temporarily have a three man crew with a fourth on-call which would result in budget savings. Scenario Two: Temporary appointment from within the department of Larry as a working foreman; and appointment of a qualified part-time superintendent to manage operations and not labor or drive equipment; and appointment of a seasonal driver laborer as above. Resident James Toth visited me and indicated that if needed he would be temporarily available as part-time superintendent for no longer than a year. Jim is a civil engineer and former county highway engineer. He is not available for some of November. The board could go for this or keep it in reserve if option One doesn't work out for any reason. Eventually we get to Scenario Three to make a permanent hire. It is a question of timing. The board could name a committee to look at continuing as before, looking at the the working foreman / part-time superintendent and once decided, name a screening committee to recommend two candidates to the Selectboard to choose among for appointment. Other tasks are to publicize the Superintendent vacancy, update the job description. Finally, due to financial commitments to our former employee, funds are not available until December for a fourth hire so some interim measure is advisable as it could snow any time. The Selectboard has been asked to consent to assign Town's executed net metering credit purchase agreement which is in place with Pequoig Energy to Soltas Energy Corporation who are the project investor. Town counsel reviewed the documents and we are cleared to sign the assignment which we need to do if we want to obtain power from the solar project as we have contracted. Warwick is asked to support several Community Innovation Challenge Grants. Specifically authorization by the board is sought to sign support forms for a regional collection and recycling of agricultural plastics including wood pellet bags project and for the FRCOGs "Franklin County Fire Service CIC Grant Proposal". There is also one for the previously supported assessing software project which I am investigating the language to be certain the town isn't on the hook for any cost overages. Warwick again received a $500 Mass DEP small scale initiative grant for which we need authorization to execute. A couple of years ago Town Meeting approved an electricity aggregation project. Based on a requirement of the AG's office that each town have an individual agreement I am seeking board approval for the chairman to sign the Revised Agreement and draft Petition for Electricity Aggregation with Hampshire COG. Pursuant to discussions held at the previous meeting please appoint residents Brian Miner and Brad Matthews to the position of Fence Viewer for a term until June 30, 2014. Warwick Police Chief Shoemaker will attend to make a report and to request appointment of Michael Cloukey to Police Officer. Michael is a trained corrections officer and new resident to town. Jaylin Dibble has resigned from the ZBA. We need to publicize the vacancy so that we can make an appointment in the near future. Mr. Horn is scheduled to meet with the Selectboard and Fire Department The Highway equipment garage insulation project got no bidders. I am investigating using our highway labor force to accomplish the project as a background winter task which could extend their budget and accomplish the project before spring.
