Coordinator report - January 16, 2013 This regular meeting of the Selectboard is on Tuesday because MLK Day, observed, is on Monday. Paul Daniello of MGLCT will attend to have the board approve and sign the CR assignments for the Jay and Manring projects. I was contacted by DCR regarding extending the contract between the Town and DCR as it expired at end of 2012. I had chair sign the extension so we can get the contract entered into the state financial system without delay and based on prior approval by the Selectboard. Reva Reck, our WiredWest representative has submitted a draft letter to increase responses to the WiredWest survey for the board's consideration as signatories. She will explain why she wants the Selectboard to sign the letter. Note that I made a change to her draft to say that fiber is the best Internet solution. Her draft says it is the only one, a debatable point. Fire Chief Ron Gates will report on his department. He will report on their compliance with CORI checks. He will also discuss flu shots and I hope give us an update on the progress on construction drawings for the public safety building. I have been contacted by the Tech School who continue to express their willingness to assist in the drafting of construction plans. The electrical class has visited the Turners Falls fire station and have developed an estimate for wiring our proposed facility based on the conceptual drawings for the project. There are 75 days to April 1 which is conventionally the start of the construction season. Concurrent with the Selectboard meeting will have a meeting with the Finance Committee to kick off the FY14 budget process. The current draft budget is included in the board meeting package. The next meeting of the 250th anniversary committee is Thursday January 17th at 7 pm at the town hall. I am requesting the Selectboard issue the 250th committee a one day beer and wine license for the grand ball on February 16. She has agreed to host a weekly mid-morning coffee followed by a noon soup and salad lunch each Thursday during February. No infrastructure needs are anticipated. We may drag out a few card tables in case a game of Scrabble or cards breaks out. The lunch at noon will feature her corn chowder on the first Thursday. No need to reserve and the cost is $3 for lunch. I have suggested that Diana offer her baked goods for the morning coffee time on a donation basis. Since our attempt to contract with the City of Greenfield for CDBG program income administration and housing rehab relending and administration has been negated by DHCD, I propose the board rescind the vote to contract with Greenfield and that Warwick sign up with Franklin County Housing Authority with the provision that all unrestricted funds be returned to the town. Housing authority issued a check for $11,784 of unrestricted funds to the Town this week. See attached letter from Robin Sherman. On Tuesday night, January 15, our downstream Internet provider changed as a result of corporate mergers. Some customers lost service for several hours until a routing problem was corrected. The outage was not widespread because our customer's get a 24 hour IP address lease and many had not expired.
