Coordinator report November 30, 2017 Mr. Whipple has made application for renewal of his Class II and Class III license renewals. This is a grandfathered use, there have never been any issues with his license, he has provided proof of insurance, and paid the required fees. The permits require your vote and signature. Green Communities (GC) Revised Energy Reduction Plan is an item carried over from the most recent meeting to allow the members additional time to review. This plan adds our school system to our baseline and has grant activities at these regional school sites. Completing the last of GC grant funded activities is a ceiling fan in the foyer hall oof Town Hall. And there is discussion of new windows for old fire station. I note that somewhere I read the old station is now a second or sub-station... FRCOG has an electric aggregation plan which is in some ways different from the HCOG effort (which failed to get regulatory approval). Janice will describe this aggregation plan specifics. I am unsure if the item Warwick Building and Energy (WBEC) GC report relates to the committees annual report to the town of annual report to the state which the board approved at the most recent meeting. Makes sense to me to move next to Highway Department ways to achieve fuel savings and implement anti-idling The next item is more discussion, including our Highway Superintendent of our new regimen for reduced road salt use using straight salt and not pretreating as a follow up prior meeting. I have requested more line painting for which we can get a report. And Larry is acting on a request by our plow contractors for an additional $5 per hour. They have been a $60 for several years and were at $65 in the past when diesel cost was up. George Day will report on the accomplished purchase of V. Shaw woodland, now part of the Town Forest. George will describe next steps including hiring local contractor Don Matthews to remove scrap metal and an outbuilding. I heard back on the pre-application I submitted to MA SHRAB Preservation Grant for Veteran's Monuments and Memorials. The next semi-finalist application is due 15 December and if we make it through that cut, there is a final application. This will be competitive as there is $200k available and $350k in requests. I included two projects, restoration of Fellows Memorial; and adding a flagpole to the Warwick Cemetery. The latter seems to be of greater interest to the agency so I am seeking advice on which to pursue. I think we can do the Fellows Memorial "in house" and I am talking with family member about it. For your consideration, as follow-up to the most recent meeting I have prepared a letter from the board to the Trial Court regarding County Law Libraries historical collections and their disposal. Doc has requested a Joint Meeting with Broadband Committee to discuss possible transition in leadership of the broadband network. I have been unable to follow-up with him for more precision with respect to the intent and meaning of "leadership". Does this relate to governance or to management or administration? Is the board investigating outsourcing? Outsourced accounting procurement is open through the end of December. We have a least three firms with interest. DEP Universal Waste Shed project was completed with an assist by highway department. The grant will pay for the share of town highway wages utilized in assembling the kit. We have not heard anything further about follow up on fire drill policy or scheduling an after fire briefing. I have three weeks' vacation accrued as of Oct and now that I've been here ten years have begun to accrue vacation at four weeks per year. I am going to take a week during December and work out details with Chairman Pruyne. Thinking about taking five Friday's off; or in alternative working half time for two weeks which would be a week "off".
