Coordinator Report October 8, 2014 Green Communities Application consists of five criteria. I have completed and filed on-line documents for the Expedited Permitting, Stretch Code, and As-of-Right solar generation facilities. The Building and Energy Committee has developed the energy base line and the plan to reduce energy use over five years. As you review the draft reduction plan keep in mind that this is an all-encompassing, blue sky, visioning document. We need to catalog every possible idea we might want to implement. The decision will be made by the town subsequent to the application so please let all passably good items into the plan. We will need to sign a letter pledging to buy fuel efficient vehicles in the future. This applies to non-exempt vehicles of which to date we have exactly none. The deadline is Friday the 17th and I plan to have it filed by Wednesday the 15th. Larry Delaney will be in to make a highway report, get the pothole grant reimbursement documents executed, and I want to discuss either removing or extending the amount of compensatory time we allow highway employees to accrue. In addition I recommend the board vote to raise Larry's base wage to equal what we have budgeted now that he has completed his probationary period. Also I recommend the board vote to recognize that Brian Miner is working enough hours to be eligible for holiday, vacation, clothing allowance, etc. I am not proposing that this position change from being as needed come winter snow and ice season. Our building inspector is proposing appointment of an alternate, Rolland Jean who is deputy in New Salem and Wendell and fully qualified. We also need to appoint a new plumbing inspector. Have a number of contracts that need to be executed. EMPG is emergency management for communication radios. MEMA VT Yankee is grant money that originates at the nuke and is passed to the affected towns via MA emergency management agency. I got the pellet bag recycling contract signed at the previous meeting but need voted authorization. Our copier is at lease end and I am seeking authorization to re-contract for a replacement provided it is within the budget. Expect a Cannon machine on the state bid at about $100 / month. The state considers the BOH the issuer of death certificates and burial permits. We don't. the town clerk does the former and member of the cemetery commission the latter. I have a form to be signed by the chair. 6:30 pm is the continuation of the pole hearing that was scheduled for the previous meeting. I made phone contact to the lone abutter to let them know about the delayed hearing. Chief Shoemaker will be in to report. In addition he will ask that Sergeant Gelinas who was interviewed and appointed by the Selectboard six months ago be re-appointed ending his probationary period. The town clerk has some additional appointments and Arline Lincoln has agreed to return to the crockery committee. Town clerk will have general election warrants for execution and I will get them posted by a constable. We finished us some valuable consulting with MBI that I believe will lead to our switching appropriate phone lines to IP phone. This consult forced me to inventory computers. The Department of Revenue is incenting small towns to use Carbonite to provide data backup. We already do and our price is about $40 / year more than their offered rate. I have renewed work with CoverageCo regarding cell phone service in town. I have supplied them with all our frequencies in use, an entree to the manager of the 911 system and our tower coordinates. I am to open discussions with DCR about getting on that tower or erecting a pole nearby and I am communicating directly with ATT who are not playing nicely in VT where this small cell technology is being deployed in conjunction with Sprint. In the next month I will hold a public information meeting to work on the Community Development Strategy and project list and then a hearing leading to a CDBG application. HRA is writing a housing rehab activity and looking for a planning activity to add. I am thinking regional broadband planning, or implementation of our wireless to low income residents of Erving, Northfield, Wendell, New Salem and possibly Orange. I am meeting with MBI and FRCOG exe director in a week to discuss leveraging Warwick's system and experience for other un-served towns. A meeting I proposed with WiredWest to discuss fiber / a wireless hybrid solution has not materialized.
