Coordinator Report - October 25, 2012 We need to vote a Chapter 268 Section D exemption for Denise Dar so she can as well as serve on the School Committee, be permitted to substitute teach in the district. To be safe we should designate the positions of substitute teacher and school committee member as "Special Municipal Employee" and as well vote to grant the exemption we are allowed under Section 20D. I have invited FD Chief Gates to give the Selectboard an update on the department and on the public safety building progress. He is slated for 6:30 pm. I recommend the Town use publicity to get Verizon's attention on the matter of extremely slow payment on details and failure to follow-up on removal of poles replaced. If authorized by the board I will develop a press release. All but one aspect of the WCS Sprinkler work has been completed. The only issue remaining is fail-safe starting redundancy for the diesel motor for the fire pump. S&S's control contractor checked and adjusted the controller but found the solenoid on starter #2 is no good. They suggest we contact the service company that does your yearly preventative maintenance for the repair. S&S noted that they did not see any tags on the diesel motor so are not sure who it is. The contractor provided the WCS custodian with points added for the pump and water levels monitors. These needs to be added to the monitoring company's point list for proper identification of what signals are being sent in the event of an incident. S&S will meet with our fire department and other town officials to walk through the system and note points to conduct regular inspection and maintenance. That date is to be determined. The financial result is that our repair account balance for WCS is near zero. We appropriated $18k in each of the past two years. More than $26k have been expended on the fire suppression system. In addition we also accomplished pavement crack sealing with the funds. I have been working with the Recreation Committee to develop some written policies that address excessive competitiveness and bullying. Two youth participants weren't getting along and the committee developed a corrective action plan for each participant which the child, a parent, and coach each signed. We have had to clarify with the school that recreation activities are Town and not school matters even if they use the school facility. That is now understood. Soccer season is winding down and before the basketball season begins we plan to have concise codes of behavior developed for players, parents and coaches. The mission of the recreation committee is to promote sportsmanship, fitness and skills. Winning is not the primary goal. There are no tryouts or drafts. All comers get playing time. The committee is considering making participation contingent upon school attendance and good conduct. The practice has been that if a child participates in an organized sport outside of the recreation committee sphere that they may not participate in recreation league play or practice on that same day. I suggest they consider a policy that you are either a rec participant or a participant in an outside league or activity. Choose one. In college if you compete interscholastically you can't play intermural. The issue for us is one of culture. We are about fun, teaching skills and sportsmanship; winning a game is secondary. Next 250th committee meeting is Nov 15. An update was included in the newsletter. Nothing has happened on the PV repair to date. I will follow-up. No action from Mr. Kilroy to date. I expect to have counsel's opinion on our next steps by meeting time. Unlikely we may give notice and remove it. We may have to obtain an order or injunction from the appropriate court, being either Housing or Superior.
